Approval of previous meeting minutes for June and October Meeting
State updates from Asantewaa Darkwa
Update on CESSA implementation, including motions passed in subcommittees
Discussion on the interim risk level matrix and a motion to limit further changes for six months post-implementation
- Collaboration with 988 call centers and the appropriate protocol for warm transfers
- Focus on deflection of 9 1 1 calls to 9 8 8 programs, assessing city readiness, and protocol changes
- Overview of current protocols and structure within the OEMC
- Discussion on potential funding for PSAPs from the state
- Dialogue on the complexity of transferring calls from 9 1 1 to 9 8 8 and the associated concerns like closure of the call loop, liability, and data privacy
- Consensus on the need for further meetings and collaboration with the 9 8 8 steering committee, 590 providers, and state representatives for detailed planning
Public Comment
Key Discussion Points:
- Protocols are being developed for safe transfer of certain calls from 911 to 988.
- The state is working on guidelines for a warm transfer protocol between 911 and 988.
- There are concerns about call-taker confusion and ensuring smooth protocol implementation.
- CESSA provides liability protection for transferring calls to 988; further guidance from the state may be needed for the pilot phase.
- Data collection and the establishment of a feedback loop are essential, with considerations for confidentiality under HIPAA.
- Training will be provided for all 911 staff regarding the new procedures.
- The importance of closing the loop on calls transferred to 988 was emphasized to ensure outcomes are known and call takers are confident in the process.
Decisions Made:
- Plans to convene subgroups to work on implementation specifics.
- Next meeting tentatively scheduled for January 22nd, subject to confirmation due to potential conflicts with Martin Luther King Day.

- Dr. Markul and Carla Orlandini to discuss protocol changes and collaborate with 988 and 590 subgroups.
- Explore involvement or partnership with the 988 steering committee.
- Address the feedback loop constraints due to HIPAA guidelines.
- Determine potential funding needs for PSAPs with state assistance.
