  1. Q:  The NOFO indicates that the award recipient will be expected to provide primary coverage for geographic areas not covered by the six existing CCs. Could you please clarify the geographic area this comprises?

    A:  The coverage areas are: Adams, Alexander, Bond, Boone, Brown, Bureau, Calhoun, Carroll, Cass, Champaign, Clark, Clinton, Coles, Crawford, Cumberland, Dewitt, Douglas, Edgar, Edwards, Effingham, Fayette, Ford, Franklin, Fulton, Gallatin, Greene, Hamilton, Hancock, Hardin, Henderson, Henry, Iroquois, Jackson, Jasper, Jefferson, Jersey, Jo Daviess, Johnson, Knox, La Salle, Lawrence, Lee, Livingston, Macon, Macoupin, Madison, Marion, Marshall, Massac, McDonough, Mclean, Mercer, Monroe, Montgomery, Moultrie, Ogle, Peoria, Perry, Piatt, Pike, Pope, Pulaski.

  2. Q:  Does this opportunity require providing chat and text services in addition to calls?

    A:  Yes.

  3. Q:  The current platform used by Vibrant is called the Unified Platform. Currently, it is primarily used for chat and texts and not calls. Would the awardee be required to use the Unified Platform for calls?

    A:  No.

  4. Q:  Field 19 in the Uniform Application for State Grant Assistance asks for the applicant's "Organizational Data Universal Number (DUNS) Number." Is it acceptable for applicants to provide their Unique Entity ID (UEI) number in this field instead?

    A:  Yes. The DUNS number was replaced by the UEI.

  5. Q:  Is it acceptable for applicants to include an attachment for supporting documentation, such as Letters of Support, as part of their emailed applications? 

    A:  You may submit the supporting documentation, but since these were not requested as part of the application packet, they will not be reviewed during the Merit Review, and will not be considered when making an award decision.

  6.     A:  For the 12-month period from 3/23 to 2/24, the volume of calls routed to the center funded by Program 400 and the number of texts and chats from Illinois were*:

  7. Q:  Could you please also provide a demographic breakdown of the above population, that is, of the past-year 988 call volume in the coverage area?  

    A:  We do not have data specific to demographics. There are 85 primary counties and statewide backup for all 102 counties. The demographics are those of the entire State of Illinois.

  8. Q:  I am having issues logging into the CSA portal for IDHS. It may be the case that my account was disabled. Even after deleting all cookies, cache, etc., opening a new browser, and resetting my password, I am still unable to login.

    A:  If you receive the error "HPDIA0309W This account is disabled," your ID has been disabled and cannot be re-activated by changing your password. You need to contact the DoIT HelpDesk at [217-524-DoIT (3648) or 312-814-DoIT (3648)] or their website at Report A Problem. Request that they create an incident to re-enable your external ID. You will need to provide your external ID and the error message.

  9. Q:  Is it an eligibility requirement to apply, or a post-award requirement, that applicants must have an existing contractual agreement with the National Suicide Prevention Lifeline (NSPL)?

    A:  Because of the critical nature of the work that is done by Program 400 in covering the 85 primary Illinois counties as well as statewide backup, DMH cannot have a gap in call center coverage. Due to the length of time it takes to onboard on a new call center, an applicant must have a contract in-place with Vibrant in order to be eligible to apply for a Program 400 grant.

  10. Q:  The NOFO asks applicants to describe experience collaborating with community based governance structures, and any community based governance structure, or boards that would be responsible for ensuring successful implementation of the local crisis system of care infrastructure. Could you please clarify what you mean by governance structures in this instance? 

    A:  This questions is looking at whether or not the applicant has experience in collaborating at the local level with the community entities, that may have some level of authority and/or funding support of the crisis continuum, that the 988 call centers must interact with.
