  • Welcome
    • Meeting Called to order by Dr. Matthew Jordan at 2:05pm
  • Roll Call -Brenda Perez
    • Present: Matthew Jordan, Grace Hong Duffin, Candace Gunby, Dalila Alegria, Amanda Teachout, Anthony Rigano, Matthew Mannino, Lore Baker, Bernadette May, Christiane Harding, Jason Kern.
  • Open Meetings Act
  • Approval of June and November Minutes.
    • Bernie May motioned to approve. Jason Kern seconded. Minutes approved.
  • State Updates
    • Trying to move forward with using Powerphone with the triage of patients that meet the Level 1 criteria in the Risk Level Matrix.
  • Action Plan Implementation Timeline.
    • RAC 9 Elgin Police Dept. is the only PSAP that currently uses Powerphone, their local 590 provide is Ecker Center.
      • They have been working in a co-response model for a number of years. EPD takes 911 intake, dispatch determines if Ecker responds & will do a warm hand-off or if EPD will respond. Staff will go out on calls with EPD as needed, and will sometimes request assistance from PD on their calls if short-staffed as crisis work is done in pairs.
    • EPD already uses CESSA Level 1 criteria.
      • There is currently no distinction between Level 2 & Level 3.
      • Currently a judgement call from dispatch, they utilize Powerphone scripts, but also have their own questions depending on the circumstances.
    • Data collection will be important.
      • EPD currently use NIBRS (National Incident Based Reporting System) for data storage.
        • Report requires level of response, reason for the call, and outcome. Reported individually on a monthly basis.
        • EPD reports approx. 100-120 mental health calls/month with about 10% falling into Level 1.
  • Next Steps:
    • Likely that EPD will be piloting.
    • Need to determine next steps for other providers.
  • Questions from the Committee:
    • How much do we put into creating systems that might later need to be merged?
      • There is a new stakeholder group, called, (supported by OMI) to be in compliance with legislation that talks about crisis systems being a cohesive set.
    • Challenges with identifying dispatch centers and what regions they belong to, some belong to multiple, some are police only.
    • Difficulty in having dispatch dictate how police/fire respond; all agencies have different procedures, unless state requires uniform response.
    • Need better direction from the State as to what direction we should be headed, what tangibles are we working towards?,
