Call to Order/Roll Call

  • Meeting called to order by Cindy at 2:35pm (via Zoom)

State Updates (Lee Ann Reinert)

  • 988 Workgroup has been meeting since July, they are getting very close to the end of their assignment. An action plan is set to go to the General Assembly this month. We have been compiling the input for review. The final meeting will be Thursday, December 14th, 2023.

Updates on Protocol Vendors (Cindy)

  • PowerPhone workgroup has been meeting for the past month and a half. PowerPhone has agreed to review all "identified" incident protocols that may have relevance for persons experiencing BH crisis.
    • Workgroup includes licensed clinicians, PSAP expert consultants, and a person with lived experience.
    • The next session we have planned, we will continue working on remaining protocols and what's next.
  • We have started with Abandoned/Found person, Public Disturbance, and Trespass protocols to begin with. These sections are used by CAD systems to dispatch LE, EMS, or fire.
    • For every chief complaint (such as Abandoned/found person), there is a set of questions telecommunicators answer that lead to their dispatch decisions.
  • We have begun discussions with Priority Dispatch.
  • There are PSAPs that have independent protocols. These PSAPs have worked with their resource hospitals to develop their own protocols. Many exist across the state. Will county uses Priority Dispatch's "engine", but they use their own questions based on the work they've done with the resource hospital. We have to determine what progress, if any, has been made up to this point.
  • Other possible protocols we'll be working on include:
    • Assault-rape
    • Cold exposure
    • Domestic disturbance
    • Lost person/found person
    • Mental health
    • Public indecency
    • Sick person
    • Suspicious person/vehicle
    • Welfare check
  • These protocols have been identified as having the potential to have a behavioral or mental health response.
  • Anticipated Timeline
    • November 2023 - Agree on incident protocols requiring change
    • January 2024 - State partners submit suggested changes to PowerPhone
    • January 2024 - PowerPhone accepts changes
    • April 2024 - Changes are submitted to EMD for approval
    • May 2024 - Changes are beta tested at one site and system goes live in test site
    • August 2024 - PowerPhone executes changes in other Total Response PSAPs
    • October 2024 - Other Total Response sites train staff and go live

Structure for Regional Work on Pilot Sites (Lorrie)

  • In the in-person October retreat, we talked to co-chairs about restructuring the RACs. We decided that each region will take on the responsibility of launching at least two pilot sites.
  • PSAPs that use Independents have begun changing their own protocols. We expect that Will County will be the first to launch.
  • Recommended responsibilities of the new vendor identified subcommittees include regionally appointed PSAP and EMS Medical Director shall convene other PSAPs and EMS medical directors for PSAPs using the identified vendor.
    • Group will be recipient of the proposed protocol changes that will be downloaded from the Protocols and Standards subcommittee.
    • Vendor subcommittee shall support work of individualizing dispatch decisions based on what's available in their community.
    • Will support the work and share results from early pilots
  • Candace: Asked how the information being pulled from the service providers or organizations in these structures?
    • Lorrie: They are contemplated as the next phase of work. This is just working to change dispatch decisions. Once infrastructure is changed in PSAPs, we will be making sure we have guidance prepared (988-911 transfers/911-988 transfers). The state eventually wants a centralized dispatch, but that's further down the line. For now, we'll have guidance on how they mobilize teams.

Discussion on Timing for Risk Level Matrix (Lorrie)

  • In general, we know that the IRLM is interim, and we will want to change it. We originally passed it in February. A lot of the work we've been doing since then has been based on this IRLM and the current resources we have. Once we have data, we're willing to go back to the IRLM and change it.
  • Bobby: Any changes made at this point will delay implementation of CESSA. As we work with protocol vendors, any changes made to the IRLM will have to be taken back to the vendor again. As we move forward, changes are delaying implementation.
    • Proposed motion: SAC will initiate a review and possible changes to the Interim Risk Level Matrix no later than six months after the implementation of two or more pilots by PSAPs utilizing PowerPhone, Priority Dispatch, or APCO/Independents.
