June 11, 2024:

  1. Question:  Does the IJJC anticipate any in-person meetings for JJC coordinators in FY25 such that awardees need to include mileage, per diem, and hotel expense within our budget?
    Answer:
    The Illinois Juvenile Justice Commission (IJJC) does not anticipate any in-person meetings for the Juvenile Justice Councils. The meetings of the Illinois Juvenile Justice Commission are in person but can be joined virtually.
  2. Question: How do other communities conduct data scans to analyze the problems and needs? Is the thought a local university or consultant?
    Answer:
    Data analysis is up to each individual council to decide. It is noted in the Notice of Funding Opportunity that data and analysis will include the race and ethnicity of youth at each decision point, using local (municipal or county) or state-level data resources. Also, refer to Section D.2.e.i. Councils currently receiving IJJC funding will describe the process by which the above data was analyzed; including who was involved in the analysis and what types of questions were asked and answered through the analysis. Describe how the analysis of juvenile delinquency problems and needs help determine council priorities, including the challenging issue(s) the Council is proposing to address. Attach the data, the data source and resulting analysis as Attachment P3: Analysis of Juvenile Delinquency Problems and Needs.
  3. Question: Will there be a IJJC JJYSP grant this year? What will be anticipated parameters and/or new conditions, if any?
    Answer:
    The FY21 Juvenile Justice Youth Serving Program will end June 30, 2024. At this time, no Notice of Funding Opportunity has been made available for FY25. The Illinois Juvenile Justice Commission intends to release a NOFO later this fiscal year.

June 12, 2024:

  1. Question: In the NOFO, the below are listed as required attachments, our department would be applying as an emerging council and would not have some of the required pieces due to this (meeting minutes, etc). How should we proceed regarding this?

    Attachment P3 Analysis of Juvenile Delinquency Problems and Needs, etc.
    Answer:
    All applications should include the required attachments per the NOFO guidelines that meet the structure of the applicant's council. A new council application would not include prior council meeting minutes.
  2. Question: Regarding the below program reporting requirements- is this applicable to the relevant NOFO? If so, is the expectation that each JJC is trained and has access to eCornerstone system, or is this processed through CCBYS and provided to the council through their participation?
    Program Evaluation Reporting Requirements
    Providers will be required to participate in evaluation efforts as directed by the Department and/or its subrecipient(s) and collect and report data accordingly. Data will be submitted in the format prescribed by the Department. Providers will be required to document CCBYS services to each client using the Department's eCornerstone system. Providers will be required to report quarterly regarding program performance measures and outcomes. Providers will be required to participate in Department directed Performance and Standards Assessment reviews. A year-end program and performance measures and outcomes report will also be required. Additional data and information may be requested throughout the year as determined by the Department.
    Answer:
     The reference to eCornerstone and CCBYS is in error and should not have been included in the NOFO. Providers WILL NOT be required to use eCornerstone. All other Program Evaluation Reporting Requirements will apply.

June 17, 2024:

  1. Question:  When putting in the CSFA number into the GATA Budgets page, there are three options available under the CSFA 444-80-1269 and it is not clear which one is which.  Can you clarify?
    • Answer: 
      1. The JJC-FY14 is for the Juvenile Justice Councils
      2. The JJF-SYSIMP 14 is Juvenile Justice Systems Improvement
      3. The JJ-YSP is Juvenile Justice Youth Serving Program
    • The Agency will select under the action tab for whichever program they are entering a budget for in the CSA system.
