Program Description: The SNAP JP/SNAP to Success program is a federally funded SNAP E&T Program designed to help SNAP eligible individuals who are between the ages of 18-59 and who do not receive TANF, acquire education and employment related skills and to assist in finding employment. The program also helps customers with work-related expenses and continued case management for 90 days after obtaining a job through their participation in the program.
Participation in SNAP JP/SNAP to Success (or SNAP E&T) enables participants to gain education, work skills and experience to meet the federal work requirement, and to become self-sufficient. Some participants have multiple barriers to employment with limited work histories and experience. The purpose of SNAP E&T is to help individuals receiving SNAP benefits obtain employment through participation in supervised job search, skills training, education and work-based learning activities that lead to greater independence and self-sufficiency. The program is open to any voluntary SNAP recipient who chooses to participate to improve their skills, obtain a job or advance in a career.
The program delivers services grants and a third-party reimbursement model, which consists of contractual partnerships between the State of Illinois Department of Human Services (DHS) and community-based organizations (CBOs). Allowable SNAP E&T program components include:
- Supervised Job Search
- Job Search Training
- Job Retention
- Education (Basic Education, Vocational Training, English Language Acquisition, Work Readiness Training)
- Work Experience (Internship, On-The-Job-Training, Pre-Apprenticeship, Apprenticeship)
Program tracking and documentation is done electronically in the Illinois SNAP Employment and Training System hereafter referred to as ISETS. Using this system to document participant progress in the program is mandatory.
Eligibility is limited to Bureau of Employment & Training grantees currently funding under CFSA 24-444-80-0707.
To be eligible to apply, all current grantees must be registered in the Illinois GATA Grantee Portal, meet the Pre-Qualification Process, and complete the FY25 Internal Controls Questionnaire (in the GATA Grantee Portal). See Grant Application Information and Instructions webpage for more detail.
At the time of application, all Bureau grantees must submit for each grant program the following documents:

- Last 4 digits of CSFA #0707-01
- Provider Organization Name

The Bureau of Employment and Training reserves the right to request additional information from the applicant to assist in FY25 funding and programmatic decisions.
