The CBHCP Loan Repayment Program is intended to provide loan repayment assistance to qualified mental health and substance abuse professionals to recruit and retain them to practice in underserved or rural areas. This program also addresses the State's community-based behavioral health care workforce shortage that causes disparities in access to critical mental health and substance use services. Grantee will make payments on outstanding eligible educational loans on behalf of qualifying licensed behavioral health and substance use professionals.
Eligibility requirements and other program parameters are described in the Community Behavioral Health Care Professional Loan Repayment Program Act [110 ILCS 996] and the ISAC Administrative Rules PART 2753 Community Behavioral Health Care Professional Loan Repayment Program.
**2 CFR § 200.68 Modified Total Direct Cost (MTDC). MTDC means all direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel, and subawards and subrecipient s up to the first $25,000 of each subaward or subcontractor (regardless of the period of performance of the subawards and subrecipients under the award). MTDC excludes equipment, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships and fellowships, participant support costs and the portion of each subaward and subcontractor in excess of $25,000. Other items may only be excluded when necessary to avoid a serious inequity in the distribution of indirect costs, and with the approval of the cognizant agency for indirect costs.
