  • Welcome/Call to Order/Roll Call
    • Meeting called to order at 9:02 am by Co-Chair Sam Johnson
    • Attendees:
      • Via Zoom: Dr. Ben Feinzimer, Sam Johnson, Jenique Dean, Miriam Smith, Jeremy Gaughan, Jason Seeley, Thomas Jones, Nancy Vaccaro, Alicia Atkinson, Christopher Voss, Candance Gunby, Michael Pellegrino
  • Absences:
    • Jodi Newmark, Laura Banks, Elizabeth Moss, Brian Baker, Emily Mysel
  • Approval of Minutes
    • No comment/corrections to the 07/13/23 meeting minutes.
    • Motion by Member Jeremy Gaughan to approve meeting minutes from 07/13/23, Member Alicia Atkinson seconded the motion. Minutes approved by all members present.
  • State Updates
    • Motion passed to update language on Level 4 of the Risk Level Matrix. Now will be law enforcement and co-response instead of just law enforcement.
    • Asantewaa will send out updated Risk Level Matrix to Sam and Ben to get out to all the members of RAC 10.
    • Also, the state voted on having no more changes for 6 months after implementation.
    • Working on the quarterly reports to the state due January 1st, 2024.
  • Action Plan Implementation Timeline
    • Had a co-chairs meeting in October to refocus and make the most of the remaining time.
    • The state decided to have each RAC work with a PSAP who uses PowerPhone within their region to pilot level 1 response.
    • RAC 10 does not have a PSAP that uses PowerPhone exclusive to our region so we are just in a holding pattern.
    • Once the state moves to other PSAP software vendors we do have, we can work with them on the level 1 response.
    • Created an action plan implementation timeline for future use.
    • What could we be doing now? Options:
      • Nothing
      • Collect, collate, and analyze data from Region 10 590s
      • Mirror pilot by starting level 1 response with PSAPs in Region 10.
    • Member Alicia Atkinson stated we could create a list of resources the PSAPs to use once we are up and running.
    • Co-Chair Sam Johnson stated that the Lake County Health Department Mobile Response Team - 84% of calls taken did not end in the client going to the hospital or jail.
    • Member Jason Seeley is attending the COAST meeting later today and can get statistics for the past 3 years.
    • Could region 10 PSAPs change their greeting to do you need police, fire, EMS or mental health assistance?
    • For consent, the PSAPs could also ask the caller if they are comfortable with getting transferred to 988.
    • Chair Ben Feinzimer will work with Member Jeremy Gaughan, Member Jason Seeley, and Member Chris Voss to come up with questions the PSAPs can ask callers to determine if the call does not need fire, EMS, or police response. We need to determine the appropriate line of questioning for callers.
