DDD Communication - January 1 Wage/Rate Increases

On December 19, 2023, the Division of Developmental Disabilities (DDD) announced the approval of the Waiver Amendment for the Adults with Developmental Disabilities Waiver (12/19/23 DDD Communication). That Waiver Amendment included the following changes to the Adult DD Waiver:
Guidehouse Rate Study Changes
- $2.50/hour wage increase for Direct Support Professional (DSP) staff
- 15% regionalization factor for day programming
- Community Day Services (31C, 31U, 38U, 38C)
- Supported Employment (33G, 36G, 36U)
- Enhanced Residential (37U)
- Additional Staff Supports (53D, 53S)
24-Hour Stabilization Services
- Updates the service definition to broaden the service beyond Short-Term Stabilization to include Long-Term Stabilization services.

The guidance also includes information on the implementation of the wage increases for Intermediate Care Facilities (ICFs) and Medically Complex for the Developmentally Disabled (MC/DD) facilities. As a reminder, the State Plan Amendment for those wage increases has not yet been approved by the federal Centers for Medicare and Medicaid (CMS) so, at this time, those increases are still proposed.
