  • Welcome
    • Meeting Called to order by Grace Hong Duffin at 2:03pm
  • Roll Call
    • No quorum. 9/20 Members present.
  • Present: Grace Hong Duffin, Candace Gunby, Dalila Alegria, Kimberly Mebane, John Knebl, Anthony Rigano, Matthew Mannino, Bernadette May, Daphne Sandouka, Jason Kern.
  • Absent: Matthew Jordan, Amanda Teachout, Leonetta Rizzi, Ryan Lettieri, Karen Bush, Robb Cagann, Rosa Elena Gonzalez, Frances Baker, Christiane Harding.
  • Open Meetings Act
  • Approval of June 26, 2023, Minutes
    • No quorum.
  • State Updates
    • SAC/RAC in person meeting in October to discuss next steps. Began implementation, working with a few PSAPs that work with Powerphone, as they are the most flexible to work with.
    • Annual report due to General Assembly in December in progress, along with a work group plan for 988 work group.
  • October 17th RAC Co-Chairs Meeting, Overview and Task
    • SAC goal: deflect as many 911 calls to 988/590 as possible.
      • Assess readiness and compose a plan to implement in ready communities.
  • RAC Project Plan Presentation
    • Elgin & KenComm PSAPs use Powerphone- (comments that KenComm uses APCO, will verify).
      • LT. Rigano (Elgin)- already has a great set up
        • Powerphone needs to program protocol that identifies calls. Already set up to transfer those calls.
          • Co-response available through a portion of the day.
          • Ability to deflect to MCR (Ecker Center, direct referrals)
    • Feedback that there is confusion on which region certain PSAPs belong to.
      • Should be by EMS region (or by resource hospital) but will need to verify with Cindy.
    • Grace will rewrite and update the project plan after connecting with Elgin & Ecker.
      • Will need feedback loop, training.
    • Need to consider funding/resource needs. Reviewed next steps for execution:
      • Assess data collection & reporting capabilities.
      • Review protocol changes needed. Provide project training, continuing education, and post project reviews to evaluate and make changes as needed.
  • Questions from Committee:
    • Standardized training across the region for dispatch/law enforcement on identifying level 1 crises.
      • Working with Powerphone to revise scripts.
      • Powerphone Total Response first, then will move to different types.
        • June/July 30th, 2024, roll out timeline.
