The AABD Cash Assistance Standard is established by Illinois Law. The AABD Cash Assistance Standard is the total amount of needs that the client qualifies for, based on the needs allowed for under State Law.
AABD Cash Assistance is also called State Supplemental Payments (SSP). The benefits are for a person who is age 65 or older, or who is under age 65 and was determined blind or disabled as defined by the Social Security Administration (PM 03-08-00).
To receive AABD cash benefits, a person who is age 65 or older must meet one of the following criteria:
- receive SSI; or
- be ineligible for SSI due to income; or
- be a noncitizen who was legally residing in the U.S. on 08/22/96, and who was denied SSI due to a finding of "not disabled," and who meets the immigration requirements for medical assistance; or
- be a noncitizen ineligible for SSI due to expiration of the federal 7-year limit.
To receive AABD cash benefits, a person who is under age 65 must meet one of the following criteria:
- receive SSI or
- be ineligible for SSI due to income and was found disabled; or
- be a noncitizen ineligible for SSI due to expiration of the federal 7-year limit.
Note: A person receiving sheltered care in a county facility can qualify for cash whether or not they are receiving SSI, or have been denied SSI due to income (PM 03-10-02).
