Lump sum payments such as personal injury settlements and lottery winnings are budgeted as nonexempt unearned income for the month of receipt.

Use Item 90 code 645 to budget a lump sum for the month of receipt when the amount is less than the payment level. If the amount of a lump sum is greater than the payment level, SWAP the case to Medical for the month of receipt.
