WAG 10-02-02-a: First 30 Day Test

PM 10-02-02-a

Determine eligibility for the first 30-Day Test. The first day of the 30-Day Test period begins with and includes the date of application or request through the next 29 days.

1. Enter actual verified pay records
   • Enter 30 consecutive days of paystubs with the appropriate dates and verification source.
   • Enter pays per frequency including cents.
2. Determine average pay amount to be used for each anticipated pay during the 30-Day Test period. The average pay determination should be completed when the pay dates for processing are in the future when processing. The pays should represent the amount expected to be received for a 30-day period.
   • When processing prior to day 31 of the application date or date of request for cash, use pays provided 30 days prior to date of application.
   • When processing on day 31 or after the application date use 30 days of pay. Pays may cover a period prior to date of application and or after date of application. Pays should represent the expected income of the individual.
   • Add pays together for total.
   • Divide total by number of pays used to determine average pay per pay period.
   • Consider 5th weekly or 3rd biweekly pay and divide by number of pays expected to be received in the 30-Day period.
3. Enter average pays for each anticipated pay period in 30-Day Test period.
   • Use Best Estimate as the Verification Source.
4. Deductions.
   • IES applies the appropriate IED amount for TANF household size.
   • Staff must enter self-employment business expenses when appropriate.
5. IES compares the total countable monthly income to the Payment Level for the TANF household size. (see WAG 25-03-05).
6. If countable income exceeds the Payment Level for the TANF household size, eligibility does not exist. IES will deny at the initial 30-Day Test.
   • Review the TANF 30-Day Test calculation in IES located in the Eligibility Summary page for the initial TANF EDG segment. The Initial Eligibility Determination Test tab shows The First 30-Day Test Period date range and calculation.
7. If the case is prospectively eligible for the first 30 days, IES will "Pass" the 30-Day Test and continue to determine eligibility for the Initial Prorated Entitlement (IPE) period WAG 10-02-02-b.
