Guidehouse CILA Rate Calculator Update
The Division of Developmental Disabilities (DDD) continues to work with rate consultant, Guidehouse, and the Ligas Rates Oversight Committee on the next steps as it relates to the implementation of the Guidehouse-recommended Community-Integrated Living Arrangement (CILA) Rate Calculator. Last week, DDD met with the Oversight Committee and presented three (3) scenarios for implementation. The 3 scenarios are as follows:
- Full implementation of the CILA Rate Calculator, effective January 1, 2024
- Full implementation of the CILA Rate Calculator plus implementation of the Zero-Hour Model, effective July 1, 2024
- Partial implementation of the CILA Rate Calculator, effective January 1, 2024, with full implementation of the CILA Rate Calculator effective July 1, 2024
The information that was presented during the Oversight Committee meeting can be viewed on the Guidehouse Rate Study webpage on the IDHS website. In the coming weeks, DDD will continue to meet with the Oversight Committee regarding next steps for implementation of the CILA Rate Calculator.
As was discussed during the last Oversight Committee meeting, should a provider wish to see their rate summary sheets under Scenario 2 (above), they can reach out to DDD Chief of Staff Sarah Myerscough-Mueller (sarah.myerscough-mueller@illinois.gov). As a reminder, the pause in the implementation of the DSP funded hours change is in effect through December 31, 2023.
ISC Grant Program Update
The Division of Developmental Disabilities (DDD) is pleased to announce that the Independent Service Coordination (ISC) Grant Program has received approval from the Governor's Office of Management and Budget (GOMB) for an exception to the Notice of Funding Opportunity (NOFO) and Merit-Based Review (MBR) processes for the FY25 ISC Grant. This means, at this time, DDD will not release a NOFO for the ISC Grant Program and instead, all ISC agencies currently providing services in the 11 regions will be able to sign a new grant agreement with DDD for the new Grant Program set to begin July 1, 2024 (FY2025). With the new grant agreements, the ISC agencies will be required to meet the new, updated, and ongoing requirements of the ISC Grant Program moving forward.
In the future, it is within DDD's discretion to decide whether a competitive solicitation is necessary for one or more of the regions. DDD will give appropriate advanced notice if that is the case. Additionally, if there is a situation in which an ISC agency decides that they no longer wish to participate in the ISC Grant Program or if an ISC agency does not meet the requirements to continue to serve as an ISC agency, DDD may also choose, but is not required, to do a competitive solicitation for that region or regions.
This change to the selection of FY25 ISC agencies also does not substantively change the performance measures and deliverables for the ISC Grant Program, although there are likely to be some changes with the new grant agreements.
