  • Call to Order/Roll Call
    • Lori Carnahan opens the meeting at 1:31pm.
    • Attending: Mark Cichon, Lori Carnahan, Jennifer Brothers, Austin Gibbs, Alex Johnson, Ryan Klavohn, Daniel Paul Rietveld, Robert Schultz, Scott A. Spinazola, Matthew Buckley, Jason Arres, Jean DeCaro, Sibil Kuruvilla, Sarah Wiemeyer, Sydney Talavera, Bill Srejma, Jim Moldenhauer, Jillianne Chuffo. Valerie Phillips joined the call 15 minutes late. We have a quorum.
    • Absent: Steve Graham, Daryl Wilson, Shannon Hartnett, Eric Metcalf, Kent A Adams, Michael Mavrogeorge, Mark J. Puknaitis, Todd Rountree, Corinne Swiatek, Nicole Lamela.
  • Open Meetings Act
    • Dr. Mark Cichon read the instructions regarding the Illinois Open Meetings Act.
    • Group was informed that the meeting was being recorded.
  • Approval of the Minutes from June Meeting
    • No changes noted.
    • Motion to Approve: Jason Arres

    • All were in favor of approving the minutes with no objections

  • State Updates
    • DMH Updates
      • Legislation Update - signed into law on June 27
      • Inaugural Quarterly Report delivered to the General Assembly on July 1, 2023
      • Using the first quarter of FY24 to develop our CESSA implementation plan
        • Statewide Advisory Committee and Regional Committee Chairs/Co-chairs will have an in person meeting in October for a visioning process
    • PSAP Landscape Survey Analysis
      • Completed
      • Submitted to Crisis Hub Liaison
      • Small edits since the last time the document was distributed to the full committee. Will resend as final.
    • Brenda Hampton from UIC joined our meeting and shared that they were gathering completed Landscape Survey Analysis and membership attendance from all the RACs, both of which we have turned in already.
  • Workgroup RAC recommendations for the Interim Risk Level Matrix and PSAP Landscape Analysis Survey
    • Chief Jason Arres gave the recommendation of the workgroup, which is made up of himself (police), Sibil Kuruvilla (590 provider), Corinne Swiatek (PSAP), Nicole Lamela (PSAP), and Matt Buckley (police/fire).
      • Arres will add "If available" to Mobile CIT.
        • Arres will add MCR team as well since not all areas have Mobile CIT.
        • For Level 2, they struggled the most with the risk area of Psychosis. If intoxication is involved, first responders will need to be there for safety reasons.
        • Verbal aggression is a good risk area for a Co-Responder model. They liked the idea of officers having an iPad with them to connect with a mental health clinician via telehealth who could help deescalate the situation before mobile crisis arrives.
        • If self-injurious behavior or weapons are present, law enforcement is needed on the scene.
        • For Level 3, any physical aggression would need to involve law enforcement before clinicians could come in safely. This would be the same for suicidal or homicidal statements.
        • The workgroup is still waiting on a definition for "non-lethal weapon". They suggested replacing that phrase with "threat of access to weapon".
    • These recommendations will go back to the UIC liaison and state for review. Our group does not need to approve them, but just reach consensus. Also, a big thank you to the workgroup members for all their work!

    • Our next meeting will be Thursday, September 21 from 1:30-3:00 pm. The last three meetings of 2023 will be October 19, November 16, and December 21.
