QUICK NOTES
- Late last month, the Division of Developmental Disabilities (DDD) announced several new community investment initiatives that are being implemented. There have been a number of questions about the implementation. DDD will communicate guidance on the initiatives in the coming weeks. If there are immediate questions, please do not hesitate to reach out to DHS.DDDComments@illinois.gov.
- Nursing Services: Increasing the number of nursing hours reimbursed to providers for insulin support that has been delegated to Authorized Direct Support Professionals.
- Three-Bed CILAs: Payments of $6,000 per person will be provided to CILA providers opening new 24-hour CILAs licensed for 3 people (with single occupancy bedrooms).
- SODC Transitions: In the event there is a delay in the transition of an SODC resident to a community placement, the community provider can receive funding to hold the bed for up to 30 days.
- De-escalation training: More to come in the near future!
DDD PROPOSED RATE TABLE POSTED
DDD has posted the DDD Proposed Rate Table that is to be effective January 1, 2024, pending approval by the federal Centers for Medicare and Medicaid Services (CMS). This Rate Table reflects the rate changes proposed in the Waiver Amendment including the $2.50/hour Direct Support Professional (DSP) wage increase and the fifteen (15) percent regionalization for day program rates. Please review last week's DDD Communication regarding day program rates for specifics.
CILA RATES UPDATE
The most recent version of the Community Integrated Living Arrangement (CILA) Annual Rates Update, summarizing multiple CILA rate factors as of June 30, 2023, has been posted to the DDD website and can be found here: CILA Rates Update 6-30-23.
DDD INFORMATION BULLETIN ON HBS INCREASES POSTED
Last week, DDD posted a final Information Bulletin on the Home-Based Support Services (HBS) Program increases. The Social Security Administration (SSA) has announced a 3.2% increase to the Supplemental Security Income (SSI) individual benefit. The increase is set to take effect January 1, 2024. This increase will impact both the Child and Adult HBS Programs.
ADULT DD WAIVER AMENDMENT AND STATE PLAN AMENDMENT UPDATE
DDD worked with the Department of Healthcare and Family Services (HFS) to submit both the waiver amendment for the Adults with Developmental Disabilities Waiver for waiver services and the State Plan Amendment for Intermediate Care Facilities (ICFs).
- The Adult DD Waiver Amendment which includes the DSP wage increase and the day program regionalization was submitted October 11, 2023.
- The State Plan Amendment which includes the DSP wage increase was submitted September 28, 2023.
At this time, neither Amendment has received approval from federal CMS.
MONTHLY RULE 116 TOOL TECHNICAL ASSISTANCE WEBINARS
DDD hosts a Rule 116 Tool Technical Assistance webinar on a monthly basis. This webinar is intended for Registered Nurse Trainers (RNTs) at community provider agencies. DDD will go over the current tool and provide explanations of expectations. The purpose of these webinars is only to clarify current expectations; there will be no new expectations discussed. All webinars provide the same information. Due to limited spacing, please only register for one.
