  1. Open Meetings Act
    • These meetings will be subject to Open Meetings Act.
    • A copy of the agendas and meeting minutes will be posted to the Illinois Department of Human Services/Division of Mental Health Open Meetings Page.
  2. Call to Order/Approval of Minutes
    • Meeting called to order at 8:04 pm by Patrick Phelan.
    • Previous Meeting minutes were not approved by committee because there was not a quorum present. The committee will vote at the next meeting to approve the June minutes.
  3. Members Present:
    • Via web-based Teams: Patrick Phelan, Jason Holcomb, Joan Lodge, Christopher Scrol, Heather Butler, Deanna Cada, Brenda Hampton, Dr. Muhammad Shareef.
    • Absent- Eric Brown, John Girone, Danielle Angileri, Brandon Lieber, Dave Lohse, Tessa Lohse, Jason Leverton, Joshua Lewis, Colette Mickelsen, Jennifer Fey.
  4. DMH Updates
    • Brenda Hampton discussed:
      • The Governor has officially signed the update to extension of CESSA through June 2024. This extension gives us twelve months of planning and operation to get the infrastructure of CESSA in place.
      • DMH has also submitted to the General Assembly a quarterly report. This time it was a large quarterly report. Moving forward, it will not be that large each quarter. It really captures the essence of all the planning and work that has been involved up until this point. It also lays the landscape for what the work will entail moving forward. This information will be posted and available to the RAC's soon on the DHS website.
      • This first quarter will be used to do a lot of strategic planning.
      • We will be doing visioning for both the SAC and RAC's.
      • In the previous months we have moved at a faster pace. We are now moving at a slower pace into developing the infrastructure for CESSA. This will allow us to go back and really take the time to understand what needs to be done and how to get it done timely. There will still be a lot of things that will need to be worked out and not in place by the end of June 2024. There will still be factors with technology that will need to be worked out.
  5. Landscape Survey Analysis:
    • Patrick Phelan discussed:
      • All our landscape analyses from PSAP's are back apart from one and as compared to other regions we're doing well.
      • Aggregated data has been sent on to Brenda Hampton and the other parties.
      • Attempting to get the last PSAP response to make the data set as robust as possible. For the most part the project is complete as far as the committee work
  6. Interim Risk Level Matrix Guidance Clarification
    • Patrick Phelan Discussed:
      • The interim risk level matrix process was delayed, but Patrick Phelan met with the majority of the regional PSAP's on June 28th.
      • Asked PSAP's to do their analysis and have them back to us by the end of July. Patrick Phelan will then aggregate the responses and pass along.
      • The Statewide Advisory Council and its subcommittees have determined that there needs to be 4 levels.
      • Have had several responses from PSAP's on the risk level matrix and we will have aggregated data that we can look at an upcoming meeting.
      • Committee discussed House bill 1364 and House bill 3230 and the implementation of said bills.
  7. Future Objectives of the RAC
    • What else is it that we should be doing?
      • Undergoing a visioning process
      • Co response models that are in our region
      • Talking about or replicating those?
      • Other relationships that we would like to foster?
      • The barriers and challenges that can be taken on as side projects.
      • How to get buy in from everybody from multiple different regions and thought logics. How to create a homogeneous process for the entire state?
      • Recap at each meeting- are we on target for our goals and what the SAC is doing?

  • Monthly meeting dates for remainder of the year
    • Proposed meeting dates- Third Wednesday of each month at 8:00am
    • The committee agreed, in general, that the dates and times of future meetings work.
  • Questions from Committee:
    • No quorum today- Committee to approve June minutes at August meeting.
  • Next Meeting: Wednesday 08/16/2023 at 8:00am. Subsequent meetings will be held at 8:00am on the third Wednesday of each month at 8:00am through June 2024.
  • Public Comments: None
  • Dismissal: Meeting was adjourned at 8:50am.
