For AABD, do not apply sponsor liability to a noncitizen who is sponsored by an organization or group and who entered the country prior to 08/22/96. For SNAP, do not apply sponsor liability to a noncitizen who is sponsored by an
organization or group.
Abused noncitizens who meet the criteria listed in PM 03-01-02-i are exempt from budgeting sponsor liability for one year from the time they first receive cash
assistance. This exemption continues after the first year if the abuser is the sponsor and the abuse has been established by judicial action, such as an Order of Protection or criminal conviction, or by an INS determination.
