The meeting was called to order by Lorrie Jones at 10:33 a.m.
Roll Call:
Present: Greg Atteberry, Michelle Churchey-Mims (Designee for Blanca Campos), Tanya Cooley (Designee for Lee Ann Reinert), Pooja Nagpal
Absent: Emily Miller, Cindy Barbera-Brelle, and Candace Coleman
Motion to approve minutes from 9/26/23 by Michelle Churchey Mims seconded by Greg Atteberry. Approved by Michelle Churchey-Mims, Greg Atteberry, and Pooja Nagpal. Abstain: Tanya Cooley
Review Telecommunications Training Plan
- Legal Concepts - 60 minutes including CESSA, Emergency Telephone Systems Act (ETSA), Sexual Assault
- Color Code: The Lavender Color represents ISP-developed training. The Green Color means UIC-developed training. Yellow represents co-training by ISP & UIC.
- Call Processing - 60 minutes - developed by ISP.
- Added training on LGBTQIA+, Developmental Disabilities, and Substance Use.
- Greg Atteberry - What are the total hours of training for new people coming in?
- Terry: We have not indicated that information. We will look at the Rules or Acts that Cindy uses to guide the training development.
- Amanda Lake - I'm glad substance use is included. SUPR is happy to support any training development needed. Terry: We will reach out to SUPR as we develop the training. We appreciate the offer.
- Tanya Cooley - Just a comment or assurance. We need to keep the language person first. For example, some material says "elders," and we now use "older adults." Encourage as we develop the titles, we use person first and more diverse language in developing titles and training. Terry: We will use the information to create the titles and content.
Motion to approve 9-1-1 Telecommunicator Training Plan by Michelle Churchey Mims, seconded by Greg Atteberry.

The vote for approval passes for the 9-1-1 Telecommunicator Training Plan.

Public Comment:
Kathleen McNamara: Could you clarify the recommended credentials for the Mobile Crisis Responders now?
- Tanya Cooley - MHP level or higher could be anyone with a bachelor's degree who can bill Medicaid. The Engagement Specialist is someone with lived experience who can get CRSS or CPRS one year from the hiring date.
