Community Capacity Investments

In their ongoing efforts to expand community capacity and grow options for services for individuals with intellectual and developmental disabilities, the Division of Developmental Disabilities (DDD) is excited to announce the following initiatives:
1) Updating Nursing Services Calculations
DDD utilizes Nursing Services Packets (NSPs) to determine the amount of nursing time for which CILA providers are reimbursed for individuals with complex medical needs. In response to stakeholders' concerns regarding the amount of time that is allotted towards nursing hours for individuals with complex medical needs, DDD is in the process of reviewing the reimbursement calculations for specific medical needs to ensure individuals have access to the nursing supports necessary to live in their CILAs.
As of November 1, 2023, DDD is increasing the number of nursing hours reimbursed to providers for insulin support that has been delegated to Authorized Direct Support Professionals (ADSPs). All new NSPs submitted on or after November 1, 2023, will automatically receive this increase in hours for insulin support that is delegated to ADSPs. Providers who are already receiving reimbursement for insulin support that is delegated to ADSPs will need to resubmit an NSP to receive the increase. DDD encourages providers to resubmit nursing packets anytime there is a significant change in medical support needs.
DDD will announce additional increases in other nursing reimbursements in the coming months.
2) Growing the Capacity of Smaller Homes
Growing the number of smaller residential options is critical to assuring people can receive individualized support with smaller staffing ratios to encourage community inclusion and increase individualized activities and choices. Expanding the number of 3 bed CILAs allows for more options for individuals generally and specifically those who will utilize the federal Money Follows the Person (MFP) program to support their transition to the community.
Therefore, as of November 1, 2023, DDD will provide a payment of $6,000 per person to support new 24-hour CILA homes that are licensed for 3 people with single occupancy bedrooms. Providers will receive the payment when the first individual has moved into the home and with confirmation the BALC license is for a maximum of 3 individuals.
3) Support Transitions to the Community
Starting November 1, 2023, in the instance when there is a delay of an individual transitioning from an SODC to a CILA due to unforeseen circumstances, the DDD will fund providers to hold the specific bed for a maximum of 30 days.

DDD is working to grow the number of frontline staff who are trained to respond to a variety of behavioral support needs and expand the number of community agencies who have expertise in supporting individuals with high behavioral support needs. DDD is working to expand training for more frontline staff on de-escalation in the community. More details to come!
