CILA Rates Annual Update June 30, 2023
This data applies to Community Integrated Living Arrangement (CILA) Model Rates, Program Code 60D for 24 Hour and Host Family CILA and 61H for Hourly Intermittent CILA. This report shows the CILA Rate Model methodological changes for Host Family CILA from Foster Care and Hourly Intermittent from Intermittent and Family Intermittent CILA which went into effect January 1, 2022. The financial numbers (dollar amounts) in this report also show the implementation of additional CILA Rate Model methodological changes from the Guidehouse Rate Study recommendations. This issue of the CILA Rates Update represents data through June 30, 2023. Very surprising some of the counts in this update match the FY22 counts. This is not an error, but very unusual. Please Note: COVID-19 premiums for CILA rates ended December 31, 2022. The financial numbers (dollar amounts) reported in this edition of the CILA Rates Annual Update show CILA Model Rates without any COVID premiums. A comparison of previous CILA Rates Updates in FY22, FY21 andFY20 will show funding changes as a result of rate components being switched from paid in the 60D CILA rate to other billable supports under different bill codes; rates may have included different COVID premiums; and several changes to rate calculation methodologies were implemented in these fiscal years. As such, a comparison to previous years or future year's financial numbers may not be an accurate comparison.
