The Pritzker administration and leaders in the ILGA have made historic investments in the I/DD system, specifically to the community-based system of care.
- FY2016: DDD HCBS spending was $900 million+
- FY2024: DDD HCBS proposed spend is $1.7 billion - $240 million above FY23.
- FY2019: DDD HCBS spending specific to CILA (group homes): ~$515 million.
- FY2024: DDD HCBS spending specific to CILA: $1.033 billion+.
We have also worked to ensure the following supports for the Community Based System:
- Wage reimbursements for Direct Support Professionals (DSPs):
- $17/hour Statewide (a 41% increase from $12/hour in FY19)
- $19.55/hour for Chicago, suburban Cook and the Collar Counties (a 63% increase from $12/hour in FY19)
- January 1, 2024: up to $19.50/hour statewide and $22.43/hour Chicago/Collar Counties
- Guidehouse Rate Study
- Invested ~$400 million per recommendations; aim is "full funding" by FY27.
- Under contract with Guidehouse to review the CILA Rate Calculator with the Ligas Rates Oversight Committee.
- PUNS: ~2,500 from PUNS this year. FY24 budget funds 700 adult and 500 children's placements (Children's Support Waiver only).
- Short-Term Stabilization Homes: 8 total, with 2 new in FY23 and more in FY24.
- ISCs:
- Transitions: Added a position in each region with an SODC.
- Housing Navigator: Each ISC has one to aid in access to supportive housing.
- ADA/Olmstead Outreach: Annual outreach for all SODC and ICF residents on community-based service options.
