Dear CILA Providers:
The Illinois Department of Human Services (IDHS) is writing today to provide an update on the Guidehouse Community Integrated Living Arrangement (CILA) Rate Calculator and the pause on the implementation of the Direct Support Professional (DSP) hours changes.
In the CILA Rate Calculator communication, dated April 26, 2023, IDHS and the Division of Developmental Disabilities (DDD) announced an extension of the pause on the implementation of the DSP hours changes through October 2023, with all other Rate Calculator changes remaining effective January 1, 2023 (i.e., ERE/fringe, nursing, administration, transportation).
Since the last communication, DDD has been engaged in ongoing and further analysis related to the CILA Rate Calculator, including collaboration with rate consultant, Guidehouse, Inc. IDHS is working in partnership with the Ligas Rates Oversight Committee to identify next steps.
As such, IDHS and DDD are announcing a further pause on the implementation of the DSP hours changes through the end of December (December 31, 2023). IDHS and DDD are taking this step to ensure that the implementation of all components of the CILA Rate Calculator are accurate and reflective of the most appropriate level of care needed for each CILA resident.
IDHS and DDD will provide ongoing updates regarding the work with Guidehouse and the Ligas Rates Oversight Committee. As a first update, DDD met with Guidehouse and the Oversight Committee last week. We will provide more information on that meeting and on future meetings in the coming weeks.
As this work moves forward, please know that we want the implementation of the full CILA Rate Calculator, including the funded DSP hours, to be at appropriate levels and calculated accurately. We also want to ensure that there is a clear understanding of the CILA Rate Calculator and its impact across the I/DD system, especially for those CILA providers who will be tasked with its iplementation. IDHS and DDD are also planning to provide education and implementation guidance for providers to ensure that the changes are understood and implemented as smoothly as possible, starting January 1, 2024.
