Brent Reynolds reviewed procedures around the Open Meetings Act and meeting logistics.

State Updates - Lee Ann Reinert

  • 988 Workgroup meeting. Action plan includes technology and data.
  • There continues to be progress on the unified platform. Vibrant had a meeting this past Friday. Primarily text and chat roll out first. Select centers are joining a cohort for training (2 months), then moving to the next cohort.

Develop and approve data collection - Dr. Mary Smith, Brent Reynolds

  • Recommended CESSA Reports
    • Illinois CESSA Crisis Continuum Service Report
    • Illinois CESSA Administrative Report
    • [Future Focus] Illinois CESSA Statewide and Regional Compliance Report
    • [Future Focus] Illinois CESSA Evaluation Report
  • Lee Ann Reinert: Who needs the report? What are we going to do with it? There's a lot of stuff that CESSA has, by default, put under the purview of DMH that isn't really ours to manage as we move forward. There are operational things that different parts of the system need to know. I think we need to think about who knows what. To some extent that forms how we may develop things. Who is going to use it and why?
    • Mary Smith: Whatever we do needs to be actionable. I think that's part of what you're saying. We don't want to create reports just to create them. Anything we create should be used to drive the system, to improve the system as well.
    • Brent Reynolds: I think that is something that is missing in the legislation. Who is this report for - I don't think they answer that question.
  • IL CESSA Crisis Continuum Service Report
    • Service calls, referral, and dispositions by type of Crisis Continuum provider
    • Potential data elements and potential report formats:
      • 911 PSAPS potential data elements to add:
      • Craig Kowalski: If we can start tracking total response time from if a 590 MCRT is contacted to when they get on scene. And how many 590 providers do we need to contact before we find one that is available or answers the phone.
        • Mary: PSAPs won't be contacting MCRTs directly. 911 should contact 988 then make a referral to the MCRT.
        • Brent: I thought we were going to have the ability to direct to the MCRTs.
        • Lee Ann: There is additional work that has to be done at the DMH level before there can be direct contact between 911 and MCRTs.
        • Brent: What about the centers that are already connected and doing this contact?
        • Cindy Barbera-Brelle: I believe we are keeping systems that are working and already in place.
        • Mary: Do the current systems at the PSAPs have the ability to track this information?
        • Brent: I believe they do.
      • Jim Kaitschuk: When you're talking about disposition and when they can arrive, are you foreseeing that when they arrive a responder will notify dispatch when they arrive? And will they be part of the dispatch ticket?
        • Brent: For our center, once it leaves our dispatch center I don't know how we would track that. Unless there are first responders there I don't know how we would track that.
        • Jim: One of the reasons I ask is because some of the information that shows up on the ticket is criminal information that we may not want everyone to have access to.
      • Mental health / behavioral health codes have some limitations in the current CAD system
    • Potential Data Collection Elements 988 Call Centers
      • Kevin Richardson: What I think would be helpful for the 988 Centers is ensuring that the way we collect this data is universal across the 988 Centers. We need to have a clear definition from the State on these pieces and that will help our crisis counselors ensure we are collecting the most accurate data. Ensuring that we have access to a list that cross-references names of EMSs with their Region Number.
      • Christopher Baldwin: How to identify the Region Number. Most of our identifiers are zip code.
        • Some zip codes are in multiple regions.
    • Potential Data Collection Elements MCRTs
      • Kevin: 988 Centers resolve some of these calls on the phone and they don't actually go out. They aren't necessarily dispatching, so that might be worth including.

Public Comment:

  • Susan Schafer: There are some individuals or some agencies, I think the more proper name would be human agencies instead of social service agencies.
