  • Call to Order/Roll Call
    • Meeting called to order by Dr. Lorrie Jones at 2:31m (via Zoom)
    • Approval of Minutes (4/20 meeting)
      • Dr. Jones moved to approve the minutes.

  • State Updates (Lee Ann Reinert)
    • Chris Workman, CEO of PATH (Bloomington, IL) passed away after an extended illness.
    • Expanding to a 7th 988 Call Center. NAMI Chicago has responded to a NOFO from SAMSHA. It will take a few months for them to get onboarded with the Vibrant system, but we've been told it's about a 6 month process.
  • Risk Level Matrix Feedback (Dr. Lorrie Jones)
    • UIC Liaisons have collected feedback from RACs regarding the interim risk level matrix.
    • Shared confusion between the RACs around medical terminology and language.
      • Objections to the term "florid psychosis" and would like to make recommendations for level 4, not just levels 2 and 3.
      • Cindy Barbera-Brelle , Brent , Shelley and Rick agree to coming back with suggestive language that describes behaviors, rather than diagnosis (i.e. "florid psychosis"). No objections.
    • There have been questions regarding funding for upgrading systems, training, etc. Will have more information in the future.
    • Lorrie suggested a legal review of IRLM to see what constitutes criminal behavior and how to handle MCRT when a crime is also being committed.
      • Lee Ann: agrees that it may be helpful to receive legal guidance.
      • Alice: There's a difference between imminent danger and someone just wanting to file a report and it's handled later. Legal can chime in and give us clear direction on how to handle this.
  • MCR Average Response Times (Dr. Mary Smith)
    • Between July 1, 2022-September 30, 2022, 20% of agencies with 590 MCRT programs reported having no MCRT contacts, 32% reported between 1-25 contacts, and 48% of agencies reported >26 contacts.
      • Overall, 81% of MCRT surveys have been completed. There are 29 surveys outstanding.
  • Protocol Vendors - Next Steps
    • A small group has been meeting with the 3 primary providers to exchange information.
      • APPCO - Create draft dispatch questions based on criteria listed in IRLM. Priority will be given to time and threat level. Completed draft cards will be sent to the state for editing and approval. Will still need to be approved by EMS director in each region.
      • Power Phone - Didn't find any significant issues with an agency using the IRLM. Will be able to incorporate and recommend a MCRT. May also involve transfers to 988.
  • RAC Surveys (Dr. Mary Smith)
    • Cindy and Mary met with PSAP Administrators in March to discuss purpose of survey, PSAP responsibilities, and a walkthrough of the survey.
    • Cindy is following up with PSAPs that haven't responded to Landscape Survey Toolkits.
      • 71% of PSAPs have responded.
  • Next steps/Next Meeting Agenda
  • Public Comment:
    • Kathleen: Police social workers may be able to help move along landscape surveys. Suggested to reach out to her if we need help getting PSAPs to respond.
    • Greg: Miscommunication between RACs and Crisis Hub regarding the completion of landscape surveys.
      • Cindy: Remind RACs to let UIC liaisons know about any updates.
    • Unknown: In the most recent RAC meeting, they suggested collapsing levels 2 & 3 on the IRLM. Can the RACs change this to better fit their needs?
      • Cindy: We'll take your comments back and respond on our next call.

Adjournment: Cindy asked for a motion to adjourn, and the motion had a consensus by lack of dissent. The meeting adjourned at 3:35pm.
