  • Call to Order/Roll Call
    • Lori Carnahan opens the meeting at 1:04pm.
    • Attending: Robert Franciere (delegate for Dr. Mark Cichon), Lori Carnahan, Austin Gibbs, Demi Bandolik (delegate for Sibil Kuruvilla), Matthew Buckley, Todd Rountree, Jason Arres, Jean DeCaro, Sibil Kuruvilla, Sydney Talavera, Corinne Swiatek, Bill Srejma, Jim Moldenhauer, Jillianne Chuffo, and Valerie Phillips. Ryan Klavohon joined the call 15 minutes late. Sydney Talavera joined 30 minutes late. We have a quorum.
    • Absent: Shannon Hartnett, Jennifer Brothers, Eric Metcalf, Alex Johnson, Daniel Paul Rietveld, Kent Adams, Michael Mavrogeorge, Mark J. Puknaitis, Robert Schultz, Scott Spinazola, Sarah Wiemeyer, Nicole Lamela, Steve Graham, and Daryl Wilson.
  • Open Meetings Act
    • Lori Carnahan read the instructions regarding the Illinois Open Meetings Act.
    • Group was informed that the meeting was being recorded.
  • Approval of the Minutes from May Meeting
    • No changes noted.

  • State Updates
    • Asantewaa Darkwa shared that the deadline has been extended for a year. The UIC Crisis Hub is using June and July to revisit their processes and make sure everyone involved has what they need. In July, they will be providing an updated calendar of deliverables.
    • The federal COVID-19 Public Health Emergency Declaration has ended, but we can continue meeting over Zoom.
  • Progress on developing RAC recommendations for the Interim Risk Level Matrix
    • The workgroup gave an update. Members include Sibil Kuruvilla (590 provider), Corinne Swiatek (PSAP), Jason Arres (police), Nicole Lamela (PSAP), and Matt Buckley (police/fire).
      • They continued to discuss definitions. No one has been able to provide them with a definition for a "non-lethal weapon". Their suggestion is to strike that from the legislation.
        • Asantewaa Darkwa will bring that back to the hub.
      • How similar Levels 2 and 3 are - could they be combined?
        • For police who don't have a crisis worker present but have an iPad/phone for the client to communicate with one, would that qualify as a mobile crisis response? Where would it fit in the levels? (Possibly Level 2 or 3?)
          • Lori Carnahan doesn't think that would qualify as a MCR team response as a 590 provider but could be a great bridge for response and to allow for police and MCRT to work together.
          • Asantewaa will bring this back to Standards and Protocols.
      • Workgroup will meet to formalize recommendations, send them to PSAPs to ensure consensus, and then committee will vote on the final recommendation for the region.
  • Next Meeting Date
    • Discussed this committee continuing the work since the implementation date was extended.
    • Discussed meeting schedule for the rest of the year. We will not meet in July to give the workgroup time to meet. Our next meeting will be Thursday, August 17 and then meetings will be scheduled out through the end of the year for the third Thursday of each month. We will move the meeting time to 1:30-3:00 pm.
