Call to Order/Introductions

  • Diana Knaebe called the meeting to order at 8:35am.

  • Please remain on mute during the meeting unless you want to have some discussion. If you would like to speak, please raise your hand to get the presenters attention.
  • Only appointed members may contribute to the discussion at any point during the meeting. Members of the public will be able to speak during the "Public Comment" session of the meeting.

Approval of Minutes from March 21st, 2023, April 18th, 2023 & May 16th, 2023 Meeting

  • Motion to approve all 3 minutes By Dan Hough.

State Updates - Asantewaa Darkwa

  • The legislation to extended the CESSA deadline by one year has passed both houses and is awaiting the governor's signature.
  • The new deadline is July 1st, 2024
  • Knew that we were not going to meet all of the state's deliverables, but we tried to meet as many as we could.
  • Continue to work in groups to get the risk level matrix in as soon as you can. The SAC directed the Technical Subcommittee to develop a process to address local alternative response. This is based on national best practices and has been approved by the Technical Committee, which is standards and protocols. A single Risk Level Matrix will be used at each of the RAC. The tool-kit is based on the 4-level Risk Level Matrix. There is flexibility in response decisions based on local conditions for levels 2 and 3. The matrix is not to be modified, but we are asking for your feedback and suggestions and just best correspond to models for level 2 and 3.
  • The hub is taking the next few weeks to revision and re-plan how we will be moving forward. Brenda will provide updates once they are ready.
  • Have received word that we will be able to continue with remote meetings.
  • Diana - Are you willing to commit to another year of serving on the committee, if not, do you have any recommendations for someone that would fill your seat?
    • Working on the member list for each RAC. We know that a lot of committees have had trouble meeting quorum at every meeting.
    • Make sure that we have the right people at the right table. Making sure that the members are actually focused on this work and want to actually be a part of it and are not just being told to be on it.
    • Brenda will have updates at the next meeting.
  • Diana - We have come to a consensus that if mental health in risk level one and two can respond within 90 minutes, that is the preference. When we start getting into level 3, the time frame gets a little more crucial and where EMS and/or law enforcement may need to be sent out prior. There are some areas that Memorial Behavioral Health and Transitions of Western Illinois do not cover in our area so we want to make sure that the mental health providers in those areas agree with our consensus and understand risk level 2 and 3.

Announcements

  • Diana - Coming up on the 1st anniversary of 988! Memorial Behavioral Health had an emotional support line that was set up during COVID. With 988, the emotional support line is no longer needed. We have several press releases going out about this and the purpose of the 988 line.
  • Mark - Transitions of Western Illinois will be expanding to Brown and Schuyler Counties in July.
  • Diana - Memorial Behavioral Health will be expanding services in Christian County and in negotiation with the state on Cass County coverage.
