  • Call to Order/Introductions
    • Dr. Matthew Jordan called to order at 2:04pm
  • Approval of Minutes

  • RAC Planning for Risk Level Matrix & Landscape Analysis
    • Co-Chairs should work together to develop a high-level plan to accomplish tasks and request all members read the toolkits and brief guidance instructions.
    • Deliverables:
      • Completed Landscape Survey Analysis
      • Completed Risk Level Matrices (for levels 2 and 3)
    • The Risk Level Matrix is informed by:
      • Data from the landscape analysis identifying resources (e.g. co-responder models) in county areas within the region.
      • Data supplied from DMH on average response times for MCR in your region.
  • Working Groups for Risk Level Matrix & Landscape Analysis Activities
    • Working groups may only meet with less than the majority of a quorum.
      • If there is a 9 person body, a quorum would be 5 people, so only 2 appointed members can meet together outside of a public meeting.
      • Non-members can participate in working groups, but will not have a vote on the RAC.
      • RAC # has # appointed members, so # members constitutes a quorum. Therefore, no more than # appointed members can meet outside of a posted meeting.
    • Working groups will report back to the RAC and may be organized to do the following:
      • Landscape Analysis
        • Assure analyses are completed for each PSAP with information from law enforcement agencies
        • Take information gathered and develop summary document
      • Interim Risk Level Matrix
        • Completed worksheets incorporating data from landscape analysis, response times, etc.
  • Co-Response Landscape Survey Toolkit
    • This survey is to be conducted by Public Safety Answering Point (PSAP) administrative staff within each EMS Region.
      • PSAP are reporting on their co-response models, as well as EMS within their region. They are also interviewing law enforcement agencies within their jurisdiction to complete the survey/interview.
    • PSAPs will send completed surveys to RAC co-chairs.
      • We recommend co-chairs identify a point person or small workgroup to be responsible for receiving surveys and aggregating the data at a regional level.
  • Co-Response Landscape Survey Toolkit
    • Expected Deliverable:
      • Inventory of available mental and behavioral health crisis response alternative services by PSAP jurisdiction.
    • The data collected will provide a framework for discussing the Illinois Interim Risk Level Matrix. It will also provide a standardized approach for customizing Risk Matrix Level 2 (Moderate Risk) and Level 3 (Urgent Risk) response times and dispatch response types for the region overall, and/or for sub areas within regions, taking into consideration current circumstances and available resources to respond to mental health and behavioral health crisis calls.
  • Toolkit: Interim Risk Level Matrix for Use by PSAPs
    • RAC Co-Chairs should initiate a focused and structured conversation with RAC members regarding the goal of customizing levels 2 and 3 of the Interim Risk Level Matrix.
    • The first worksheet (see page 16 in the toolkit) should be used as a working document to capture initial discussion and recommendations for each PSAP coverage area. There should be a minimum of one worksheet per PSAP.
  • Toolkit: Interim Risk Level Matrix for Use by PSAPs
    • The second worksheet (see page 19 in the toolkit) is to be submitted as a final document recording the RACs final recommendations for each PSAP within the region. This final document may also be duplicated as many times as necessary.
      • There should be one final recommendation for each PSAP.
    • Expected deliverable:
      • Consensus agreement by each region regarding the customization of response time and response type for levels 2 and 3 of the Interim Risk Level Matrix that is used by PSAPs for assessing risk level and for making dispatch decisions for mental health/behavioral health crisis calls/communications.
  • Questions/Comments from the committee
    • How are the surveys done without community professionals involved?
      • The survey is only looking for information about what each PSAP is doing (type of PSAP, coverage area, etc.)
    • Mobil crisis response in non-PSAP started backwards after 18 month program -it is going backwards.
    • PSAP focus on dispatch; 988 focus on caller process and more involved with caller to five resolution to the problem
  • State Updates
    • Mentioned briefly "The Importance of Lived Expertise" presentation from Nanette Larson to address the myths around mental health
    • We are in a Six-Month Sprint Plan that will most likely not be completed on the deadline and the state is analyzing an extension of the plan
    • The SAC and the Subcommittees will meet (and you are welcome to attend)
