  • Call to Order/Roll Call
    • Lori Carnahan opens the meeting at 1:02pm.
    • Attending: Mark Cichon, Lori Carnahan, Shannon Hartnett, Austin Gibbs, Alex Johnson, Kent Adams, Mark J. Puknaitis, Scott A. Spinazola, Sibil Kuruvilla, Sarah Wiemeyer, Corinne Swiatek, Bill Srejma, Jim Moldenhauer, Matthew Buckley, Jason Arres, Nicole Lamela, Valerie Phillips. Jennifer Brothers joined the call 5 minutes late.
    • Absent: Eric Metcalf, Ryan Klavohn, Jean DeCaro, Sydney Talavera, Jillianne Chuffo, Daniel Paul Rietveld, Michael Mavrogeorge, Robert Schultz, Todd Rountree.
  • Open Meetings Act
    • Lori Carnahan read the instructions regarding the Illinois Open Meetings Act.
    • Group was informed that the meeting was being recorded.
  • Approval of the Minutes from April Meeting
    • No changes noted.

  • Progress on developing RAC recommendations for the Interim Risk Level Matrix
    • Lori Carnahan discussed next steps for the Landscape Survey. We are still waiting on a couple surveys and will send the results out for review when complete.
    • The following folks have volunteered to be part of the workgroup: Sibil Kuruvilla (590 provider), Corinne Swiatek (PSAP), Jason Arres (police), Nicole Lamela (PSAP), and Matt Buckley (police/fire). Scott Spinazola is willing to help if the group can be bigger than five.
    • Question on whether definitions have been developed yet as those will help subgroup, including clarity around the term "non-lethal weapon". Asantewaa Darkwa said she brought that need back to the hub, but it has not been completed yet.
    • Lori Carnahan will send out the toolkit and slides to the whole committee again.
    • Concerns about liability when 911 transfers callers to 988
    • Concerns around diagnosing caller over phone and whether 590 staffing is 24/7
    • An idea was shared that PSAPs should start small and send low level calls to 988 first and work their way up to less straightforward types of calls.
    • 988 can resolve upwards of 95% of calls over the phone without needing to send anyone.
  • State Updates
    • Asantewaa Darkwa shared that the deadline was pushed back to July 1, 2024, to meet all our deliverables. We are still determining what that work will look like.
    • Besides levels 2 and 3, the Interim Risk Level Matrix is not to be modified.
    • Deadline for recommendations from subgroup is still the end of June.
    • Question about when state protocols can be shared with vendors. Asantewaa Darkwa will follow up on that and provide an update on protocols next time.
    • Asantewaa Darkwa said that she or Mary Smith, the UIC policy analyst, could help subgroup with the Risk Level Matrix. Their emails are adarkwa@uic.edu and Marys7@uic.edu
  • Schedule Remaining RAC Meeting
    • June 15th, 2023, at 1:00-2:30pm.
    • More meetings will be scheduled once work is finalized.
