Welcome and Roll Call

  • Joel Johnson, Access & Equity Working Group Chair, welcomed the group and called the meeting to order. Sue Pickett, PhD of Advocates for Human Potential, Inc. (AHP), facilitator, conducted roll call. All members were present except for Ty Bechel, David Gomel, PhD, Shane Pettigrew, Wyvetta Grainger, Stacey Stottler, Don Otis, James Grafton, and Jennifer Lehman. Quorum was established.

Review and Approval of January 10, 2023 Meeting Minutes

  • Dr. Bottari made a motion to approve the January 10, 2023 meeting minutes. Ms. Holsapple seconded the motion. No working group members in attendance had any corrections or edits to the minutes. All working group members in attendance voted in favor of the motion. The motion passed.

Illinois Opioid Remediation Advisory Board (IORAB) Meeting Update

  • Sherrine Peyton, IDHS/SUPR Statewide Opioid Settlement Administrator (SOSA), gave an update on the January 12, 2023 Illinois Opioid Remediation Advisory Board (IORAB) meeting. Two recommendations, funding to support Access Narcan, and funding to support expansion of the Illinois Prescription Monitoring Program (ILPMP), were approved the IORAB. These recommendations will be presented to the Governor's Opioid Prevention and Recovery Steering Committee for review and approval. The Steering Committee will meet on February 27, 2023. The agenda and meeting time will be posted on the website (IDHS: Governor's Opioid Prevention and Recovery Steering Committee The meeting is open to members of the public.
  • The IORAB agreed to create the working group on workforce development and infrastructure that was suggested by this working group. Access & Equity Working Group members who are interested in joining the workforce development and infrastructure working group should contact Ms. Peyton (Sherrine.Peyton@illinois.gov ). Dr. Pickett stated that the process for joining and participating in working groups is being finalized.

Priority Recommendations for the IORAB

  • Mr. Johnson led a review and discussion of the priority recommendations for the IORAB that the Access & Equity working group adopted at the January 10, 2023 meeting.
    • Ms. Peyton requested additional information to support the recommendations. This information can come from the State Overdose Action Plan (SOAP) or other sources and should include a justification for the request, such as a discussion of need; service gaps; and additional funding resources, if any, that are available for the effort.
    • It was noted that requests could be supported by trade organizations, such as Illinois Association for Behavioral Health (IABH) and Illinois Association for Rehabilitation Facilities (IARF). Mr. Johnson noted that IABH and Community Behavioral Healthcare Association of Illinois (CBHA) are represented on the IORAB.
    • Mr. Johnson stated that the group may consider expanding, replicating, or scaling existing interventions. The group may want to explore best practices implemented in other states. Data can be used to help identify where services and supports are needed.
    • Working group members discussed that the current system of care lacks the infrastructure, funding, and interventions to address social determinants of health (SDOH) and harm reduction for persons in communities experiencing high rates of overdose. There aren't evidence-based interventions to assist persons with substance use disorders (SUDs) who don't also have severe and persistent mental illness (SPMI). We have an opportunity to leverage funding to assist these individuals.
    • It was noted that funding for peer support services is needed, especially in marginalized communities. Financial compensation is a good incentive to encourage people with lived experience to become certified peer recovery support specialists. The statewide recovery advisory group committee has had persons from other states attend meetings to discuss how they have implemented peer support. Arkansas has used its opioid remediation funding to develop a robust peer support service system that includes jail-based, peer-led services and reentry housing. considered.
    • Ms. Peyton stated she would like the working group to develop questions or metrics that help to apply an equity lens to proposals brought forward by other entities.

Adjourn

  • Dr. Bottari made a motion to adjourn the meeting. Ms. Saddler seconded the motion. All working group members in attendance voted in favor of the motion. The motion passed. Mr. Johnson thanked participants and adjourned the meeting. The next Access & Equity Working Group meeting will be held via Zoom on Tuesday, March 14, 2023 from 10:30 to 12:00 PM.
