What is the new ABE login process?

The State of Illinois is introducing a new way for ABE users to log in to their accounts. This new login, which includes a Multi-Factor Authentication (MFA) security process, is called ILogin. The goal is to improve protection of your private information. ILogin uses the latest security tools to protect information and reduce the chance that someone other than you can get your data. This new process will be required for all users logging in to the ABE Apply for Benefits, Appeals and Manage My Case Portals. You may have already used ILogin for other state system like the Illinois Department of Employment Security or the Illinois Department of Public Health.

What is Multi-Factor Authentication (MFA)?

Multi-factor is "two or more factors." This means you must take two steps instead of one to log in. The second factor or step is another way to make sure that you are the person signing in. It prevents anyone from using your private information to access state programs and benefits.

An example of MFA is when a user logs in with their password and is also required to enter a six-digit code that is sent to their home phone or mobile device.

How will this change how I log in?

Users will be required to use an email as their User ID instead of a self-chosen ID. This will help users to get into their account when they have forgotten passwords and prevent the need for creating new accounts.

Will I lose my current account information?

Your current account User ID and password will no longer work after the changeover to ILogin takes place. However, when users first log in with the new ILogin, they will be able to link to their existing ABE account, and no case information will be lost.

What if I don't remember my current login information - will I still be able to see all my information?

Even if you do not remember your current login information, when you create your new ILogin account, we will connect all your case information to the new account.

I already have an ILogin Account for another state system. Can I use that for ABE?

Yes! If you have already created an ILogin Account for another state system, you can use that same User ID and password to log in to ABE.

What if I don't have an email address?

There are several email providers who offer free email accounts. Please note that these providers are not partners with the State of Illinois, and email messages are not stored in State of Illinois systems. Among some options are:

If you do not want to create an email account, you can still Apply for SNAP, Cash or Medical benefits in person, by paper, or on the phone!

You may also choose the option to "Apply for benefits without an Account" however, you will not be able to:

  • Save your application progress
  • Return to your application later
  • Return to see the status of your application
  • Upload proof documents
  • Create a Manage My Case account

Note: The Apply for benefits without an Account process currently does not support Safari. Supported browsers include Google Chrome, Microsoft Edge and Mozilla Firefox.

Do I need a mobile phone for ILogin MFA?

No, you do not need a mobile phone for ILogin MFA. There are other options for the MFA process, like using a voice call to a home phone number. As we get closer to our changeover date, we will provide users with a "How To" guide to help you set up your new ILogin Account.

How will I know when the new ILogin will begin?

The state will be preparing for the change to ILogin over the next few months. We will give users notice before we switch to the new login process.

What if I do not have internet or a computer? 

If you do not have internet access or access to a computer, you can still apply! See Apply for Cash, SNAP & Medical Assistance.

Some libraries or community centers offer reduced cost or free access to the internet or a computer, check your local library and community centers. Also, check out the Lifeline Program. Lifeline is a federal program that lowers the monthly cost of phone and internet.
