Roll Call:

Motion to approve Minutes from 4/25/23 by Lee Ann Reinert, seconded by Greg Atteberry and approved and approved by all present members.
Selection of Co-Chair: No volunteers at this time.
Discussion: Credentials
- Recommendation for 590, 911 and 988 Expert Consultants to review proposed credentials.

- Cindy: Phil McCarty for 911 recommendation
- Emily: I do not have a name ready today but have 590 member organizations that I can contact.
- Process and framework for selecting.
- Credentials Review Process
- We are in the process of developing credential recommendations. We have snapshots based on reviews of job descriptions, review of Rule 140, and Licensure and Qualifications and Standards.
- Framework will identify 590 MCRT credentials and peer engagement/support specialists, 988 crisis lifeline support staff, and 911 telecommunicators.
- This will include the scope of practice, education, experience, certification, and license.
- The positions review will include entry, mid, and advanced levels based on years of experience and job duties.
Training Survey Response 988 and Crisis Lifeline
- Purpose to identify training needs, gaps, and feedback on training topics
- Surveyed seven centers, representing urban, suburban, and rural, with staff representation from entry level to director.
- Able to receive comments on gaps and missing training.
- DMH Training areas recommendations from the Suicide and Crisis Lifeline Call Center Survey results as well as Focus Group survey results
- Next steps include finalizing training topics, developing training plan, scheduling training, continuing assessment, and on-going communication.
Mobile Crisis Response Teams Survey Response
- Purpose to identify training needs, gaps, and feedback on training topics
- 51 responses from MCRTs; majority of responses (46.8%) came from directors, consisting of clinical, program, and administrative director titles.
- Again, able to receive feedback on gaps and missing training.
- Lee Ann: Do other committee members think that almost across the board with training topics there was very little response that was 100%? 1) There are some agencies where staff are not trained in a topic deemed important. 2) I have some concerns about there being a lot of people getting training, but we are not sure everyone is getting trained the same way. Does that Statewide committee need to make recommendations on this?
- Cindy: We should be able to reach out to various providers, get their materials on a variety of topics and find what the deficiencies are, and offer recommendations.
- Lee Ann: Cindy, is there any continuity across the 911 training topic systems?
- Cindy: That's an excellent point. There are different systems using training. We will have a statewide certification and need to be more together on this moving forward, which I think will help.
- What about training coordinators? And places that don't have training coordinators? We may be able to do video training. A comprehensive curriculum across the board would be beneficial but challenging to implement.
- Michelle Churchey-Mims: With their statement that DMH should provide the trainings, are they stating that the trainings should be coming from outside and that they do not have training abilities inside?
- Lee Ann: We may have a group of providers that would welcome any training that DMH would provide, but another wants to keep their training in-house. There may need to be proof that providers meet the requirements with their existing trainings or supplements; once/if we provide a set of requirements that need to be completed.

Public Comment
Craig Kowalski: As the curriculum is being developed and we continue to have issues with the 911 to 988 transfers, we would like to go through the process of transferring those calls (911 to 988) in training.
- Lee Ann: We need to make sure any time that happens, there is a problem with the transfer from 988 to 9111, we need to know what number the transfer came from and any other information we can get so we can problem solve on our end. It could be training (or retraining) of a person, or some of the requirements that have been in place for years with Vibrant. If there is a complaint, we need to be able to track it down and address it. Since each center functions separately there is no way to track it down. Additionally, 988 is a national system, so sometimes, the results of these issues are from the national backup center. We have no relationship with these centers, but I am trying to work on addressing this.
Kathleen McNamara: Has there been more discussion about having a licensed mental health professional in the 911 call centers to help make these decisions?
- Cindy: Some of the PSAPs are moving in these directions. One of the issues is funding; where would this come from and when would it be utilized? This is part of the co-responder model.
- Kathleen: Has there been any thought about requesting funding or adding this to the new bill, even if it's a pilot, or adding in shifts?
- Lee Ann: A couple of different bills that started session and included substantive changes that did not make it through the session. There is one that came up later, but it is only focused on of extending the deadline with parties to continue the discussion on substantive changes. It's something that could be add one person to a call center it is five people. If you were to add that requirement to the PSAPs in the state of IL it's 900 people, while we facing still face a shortage of mental health professionals.
