CILA Rate Calculator Update 04.26.2023


Dear CILA Providers:

The Illinois Department of Human Services (IDHS) is writing today to provide a positive update on the implementation of the Guidehouse CILA Rate Calculator. In our last communication on March 10, 2023, we announced an extension of the pause on the implementation of the Direct Support Professional (DSP) hours changes, with all other Rate Calculator changes remaining effective January 1, 2023 (i.e., ERE/fringe, nursing, administration, transportation).

The Division of Developmental Disabilities (DDD) has been engaging in further analysis related to the CILA Rate Calculator methodology. As a result of this analysis, there are far fewer DSP hour reductions. Out of an abundance of caution, DDD is extending the pause on the DSP hours through October 2023.

DDD will have an outside rate consultant as part of the verification. DDD also plans to re-engage the Ligas Rates Oversight Committee. IDHS and DDD want to make sure that implementation of the Rate Calculator reflects the most appropriate level of care needed for each CILA resident.

IDHS and DDD want to provide complete transparency about the full impact of the CILA Rate Calculator and each of its components. In partnership with the Rates Oversight Committee, IDHS and DDD also want to ensure a systemwide understanding of the Rate Calculator and its impact on rates across the CILA program, while also allowing provider agencies time to thoughtfully plan for funding changes that would go into effect with the Rate Calculator's full implementation.

We look forward to working together with each of you on the implementation of the CILA Rate Calculator to ensure that the Guidehouse Rate Study does what it was intended to do - update and improve the system of care being provided to individuals with intellectual and developmental disabilities in Illinois.
