Roll call:

Approval of previous meeting minutes: Motion to approve by Barbera-Brelle, Second by Reynolds. Approved by Reynolds, Barbera-Brelle, Kaitschuk, and Reinert. Abstain by Manthy.
Proposal by Reynolds to change the meeting date from April 17 at 9:00 am to April 20th at 2:30. Merging meeting with Protocols and Standards to discuss common interests. So motioned by Manthy, Seconded by Barbera-Brelle. Approved by all present members.
State Updates:
Lee Ann Reinert
- No major status updates. Looking towards next month.
- Manthy-There was a bill to clarify language in CESSA - Has it moved forward?
- Reinert - There were a few meetings we were a part of, and several requested meetings that were cancelled by those requesting them, but it has not moved forward as of yet
- Kaitschuk - I have heard there may be meetings after the break, so there may be more word after the break
Cindy Barbera-Brelle
- Training survey has been sent out - 600 responses so far, maybe one more week
- Landscape survey is out, responses are coming in
Brent Reynolds
- Amazon/Ripple: Met just after the 20th. Had a great initial discussion. Resources that may be available are tremendous. Will have good information to share after our next meeting. This was more of an introduction on both sides

- (Amazon/Ripple) Very interested in the statewide approach. I'm working with one of the staff to plan the next meeting which will be more outcomes focused.
- At the Crisis Hub, we've had some conversations with the evaluators around the crisis continuum. Not directly related to CESSA, but some of the work is funded around State, we may have a way to include them eventually in the reporting.
Data System Guideline Proposal
- We have three months until the July 1 deadline. There is a lot of work still to do.
- Four types of data under our purview
- System performance (data about people and services provided by system participants)
- Individual outcomes (what happened to people in crisis and how is it improving or not)
- System integration and interconnectedness (transfer of information about people in crisis)
- Evaluation and Quality Improvement (quality and satisfaction with services)
- We are primarily concerned with what CESSA wants us to look at Recommend a system for gathering data related to the coordination of the 9-1-1 and 9-8-8 systems for purposes of allowing the parties to make ongoing improvements in that system.
- One of the core ideas of CESSA: people in crisis don't necessarily come into the system where they are best served
- Current Behavioral Health Community Crisis Continuum has plenty of silos with limited options 911 (EMS, Law enforcement, Fire department, resolved), 988 (911 PSAP, 590 CMHP, Resolved), 590 CMHP (MCRT, 911 PSAP, Resolved). No interconnection
- Manthy - This demonstrates well what Chicago is doing. They integrate an existing BH program with 590s.
- The future allows one to enter at any place and still have access to the most options. The interconnectedness of different systems.
- We want to recommend systems that are appropriate for the crisis people are in
- Volume, type and disposition of calls between 9-1-1, 9-8-8, and 590 providers: restated from the CESSA legislation. - Agreed by team that this language provides more clarity. This will also help in the next conversation with Amazon/Ripple
- Kaitschuk - How do you anticipate the number and percentage of calls from LE to 9-8-8 being tracked?
- Eckart - It may be that we say that's important to collect, and we make a recommendation on it.
- Barbera-Brelle - Maybe we add a self-initiated category?
- Manthy - Will this come from police on the street? The officer calls 911? Calls 988? Calls 911 to call 988? Doesn't include the 590? This may be too difficult to track
- Reynolds - The ones that are initially dispatched from 911 may not have as much clarity after resources have been dispatched, but an officer that is out on the streets, being able to track that may be more reasonable
- Mary Smith - Reminder that these are examples. It's possible we may come up with other indicators. We need to see what is possible and what all we want to collect. These are examples.
- Chris Baldwin (PATH) - Our current data collection system does distinguish between a LE officer (referral source) calling directly or an individual themselves
- Restated CESSA (3) the volume, type, and disposition of calls appropriate for referral to community mental health providers but not served
- Lee Ann - Do we really mean that couldn't be served by '988' or do we mean 'MCRT's'?
- Exactly. I think that's why we need the restatement. We are trying to measure the types of responses from the community health providers
- Chris Baldwin (PATH) - indicators provided focus a lot on 988 rather than community mental health providers, so I think the indicators need to be reframed as well. Vibrant and PATH are monitoring if calls are dropped. Not sure if 911 to 988 calls dropped is a useful metric. Referred to 988 then back to 911 is interesting and problematic.
- Reynolds - This is a good start. Once we get into and look at the data we may have to adjust it.
- Manthy - How many calls are you getting in to the 988 call centers?
- Restated CESSA (4) information to improve the community mental health crisis response system, including 9-1-1, 9-8-8, 590 and other providers
- Barbera-Brelle - I think there is going to need to be a definition for 'appropriate'
- Smith - Going to the Risk Level Matrix, we can frame this with less ambiguity according to the levels
- Barbera-Brelle - We will probably need a lot of data comparison and data oversight in the beginning of this process to see how systems are working so we can continue to make recommendations
Peter Eckart
Some of our work has to go to other subcommittees so they can RACtify them. We have 5 meetings left. Even though we haven't produced any of the recommendations yet, we have done a lot of work and now we need to put it on paper.
* Reynolds - I think we are in a good place. The most important thing for us to do is to get the feedback.
