  • Call to Order/Roll Call
    • Meeting called to order by Cindy at 2:30m (via Zoom)
    • Approval of Minutes (2/16/23 and 3/2/23 meetings)
  • Cindy moved to approve the minutes, seconded by Emily.
    • Members Present:
      • Cindy Barbera-Brelle (Chair), Statewide 911 Administrator - present and approved minutes
      • Rick Manthy, Village of Arlington Heights Fire Department - present and approved minutes
      • Shelley Dallas, IL National Emergency Number Administration - present and abstained
      • Drew Hansen, Health Safety and Education of Associated Firefighters of IL - Present and approved minutes
      • Candace Coleman (Designee-Chris Huff), Diversion and Reentry Policy Analyst at Access Living - Present and approved minutes
    • Expert Consultants Present:
      • Lorrie Jones (Designee-Lee Ann Reinert), UIC Behavioral Health Crisis Hub
      • Kevin Richardson - He was there as an expert consultant, but I can not find his last name or title listed on the expert consultant contact list.
  • State Updates (Lorrie)
    • Discussed several pieces of legislation we are tracking regarding the changes to CESSA statue and are being considered by general assembly that would have impact on work we do. As of now, there are no firm updates. But we should know more soon.
    • UIC Crisis Hub onboarded two new staff: Asantewaa Darkwa, who will be a liaison for RACS 8-11, and Caitlin McGlone, who will mainly be admin/technical support. We will be bringing on a data analyst on 4/10/23.
    • There will soon be a public announcement of a new lifeline center opening in Chicago, there will now be 7 centers.
  • Protocol Vendors - Next Steps (Cindy)
    • Protocols & Standards has been working with EMS providers/priority dispatch on how to how the risk matrix toolkit can be adapted to match their current telecommunicator protocols. There will be a subsequent meeting planned with priority dispatch to continue discussion on how best to further blend risk matrix protocols with those most commonly used with the State.
    • Candace: Asked if there are protocols for other disability types besides psychiatric?
      • Cindy: There are many different protocol cards: from cardiac arrest to labor and delivery. Not sure if other protocols are as specific as psychiatric.
    • Rick: Asked about the percent of 911 calls that come in go through one of those 3 (EMD) providers.
      • Cindy: Discussed that maybe around 85% go through these providers. It is common for one region to have multiple protocols as no one region only has one provider.
      • Lorrie: Discussed how we will be working with those counties that have their own providers because they also need to map their protocols to this level.
  • Update on Landscape Analysis and Risk Level Matrix (Lorrie/Mary)
    • Lorrie: Discusses the landscape analysis and risk level slides that were presented to co-chairs yesterday. Also discusses how RACs can complete the assignments in small workgroups. However, if they do small workgroups, they must present it to the public body and they are not permitted hold votes.
    • Mary: Discusses the PSAP Co-Response survey template and how the RACs are use info from the survey to inform the risk level matrix. Crisis Hub provided RACs with a summary worksheet to aggregate information collected via landscape survey. They should pay close attention to the rationale and recommendations portion of the assignment, as these are the final deliverables.
    • Lorrie: Asks for feedback on example worksheets presented. Asks what kind of support we should make available?
    • Candace: Asks why community mental health centers were not part of this process. The intent of CESSA is to work at looking at the whole continuum of mental health crisis and try to remove police as much as possible from the situation. Suggests that as far as the toolkit, we should make sure to look at all aspects such as services/supports for other disabilities. Asks why the living room model isn't included in the toolkit.
      • Lorrie: Discusses that the state is intentional in building the rest of services in the continuum that were not explicitly spelled out in CESSA. Developing other types of resources such as living rooms wasn't part of this exercise because we are trying to meet requirements in the law specifically and have broader crisis system than just mobile response team.
      • Mary: Discusses People are committed to using mobile response teams. In crisis, some people need immediate response and that's the main reason why we are collecting availability data.
      • Rick: Discusses how the RACs will provide feedback to PSAPs. Important to realize 2-3 regions using same PSAP and dispatch cant filter them out based on what region. The worksheet goes through and lays it out.
      • Kevin: Echoes Rick. Discusses similar concerns with 988. Brings up that if there are going to be different protocols from one region to the next, it may become a mess really quick.
      • Lorrie: Discusses how a risk level matrix for the entire state will hopefully minimize chaos. Although all EMS regions should follow this structure, there will be some nuances. Plans on beta testing this model in subsequent meetings and spend time on implementation.
  • Next steps/Next Meeting Agenda
    • Our next Subcommittee meeting will be a joint meeting with Technology, Systems Integration & Data Management Subcommittee on April 20th.
  • Public Comment:
    • Phil: Discusses how the EMD example chart from Region 9 is likely an upgraded EMD protocol from Priority Dispatch. All regions may not have this updated protocol. He discussed that we'll find all kinds of different versions in use. Some PSAPs are still using card decks.
  • Adjournment: Cindy asked for a motion to adjourn, and the motion had a consensus by lack of dissent. The meeting adjourned at 3:34pm.
