  • Call to Order/Roll Call
    • Lori Carnahan opens the meeting at 1:02pm.
    • Attending: Lori Carnahan, Robert Franciere, Austin Gibbs, Alex Johnson, Daniel Paul Rietveld, Mark J. Puknaitis, Matthew Buckley, Jason Arres, Jean DeCaro, Sibil Kuruvilla, Sarah Wiemeyer, Sydney Talavera, Corinne Swiatek, Jim Moldenhauer, Jillianne Chuffo, Nicole Lamela, and Dr. Valerie Phillips. Ryan Klavohn joined the call 10 minutes late.
    • Absent: Dr. Mark Cichon, Jennifer Brothers, Kent Adams, Michael Mavrogeorge, Robert Schultz, Scott Spinazola, Todd Rountree, Bill Srejma, Dr. Steve Graham, and Dr. Daryl Wilson.
  • Open Meetings Act
    • Robert Franciere read the instructions regarding the Illinois Open Meetings Act.
    • Group was informed that the meeting was being recorded.
  • Approval of the Minutes from February Meeting
    • No changes noted.
    • Motion to Approve: Jim Moldenhauer

  • PSAP Map
    • Robert Franciere shared the updated PSAP map and general consensus was that it accurately reflected the PSAPs in Region 8.
  • Introduction to the Interim Risk Assessment Matrix and Toolkit, Part 1
    • Lori Carnahan introduced the Interim Risk Assessment Matrix and Toolkit, defining each level for the group. Discussion around each level followed.
    • Level Four
      • Many low-level calls are still going to 911
      • Concern around wellbeing checks being included on Level 4 and the term "non-lethal weapon"
      • Concern about situations escalating in time it takes for MCR to arrive
      • Concerns around liability and documentation
      • It's easier to transfer calls to 911 than to transfer them the other way.
      • Concerns about wording being open to interpretation and contradictory.
    • Level Three
      • Level 3 isn't one that could have any delay for fear that situation would escalate.
      • Concern over how PSAPs can tell whether callers are actively suicidal or not, as they are given limited information and need to get through calls quickly
      • Suggestion that there should only be three levels instead of four since levels 3 and 4 are similar
      • Concern that police should still be involved on a Level 3
    • Level Two
      • Concern around response time for MCR being greater than 30 mins on weekends and after hours
      • Questions around the meaning of "vague suicidal statements".
      • Location of call is important factor to response; home vs. public area will be treated differently
      • PSAPs can look up past history where 988 can't necessarily do that
      • 911 and 988 are very different systems. 988 can make technical distinctions on suicidal statements that aren't used by 911
      • Concern around callers getting transferred too many times in this process and getting frustrated
      • 988 doesn't dispatch a mobile crisis team. They refer to a 590 center who then dispatches. It's not the same as how the PSAPs work.
      • DuPage is unique because we're both the 988 and 590 provider
      • 988 stays on the phone as the warm handoff until we have confirmation that the 590 team is in contact with caller.
      • Most calls to 988 centers are resolved over the call, only 2% end up going to 590 teams
      • Concerns around third party vs. first party calls
    • Level One
      • Florid psychosis is not a good fit for Level 1 since they can't answer your questions appropriately.
      • If a relative calls from out of state to check on someone, we don't have the authority to show up. One of our criteria to go out is consent of the person you're going to see.
      • Concern that the state was looking to not involve police as much.
      • Risk levels might not join up exactly at 911 or 988 but be based on what they do.
      • Interest in PSAPs getting together to discuss toolkit and bring feedback back to the group
      • Concern that when callers call 911, they've self-selected a level of care.
  • State Updates
    • No state updates shared

  • Motion to have PSAPs Meet to Fill Out Toolkit
    • Discussion on how to fill out tool kit and motion for PSAPs to fill out together.
    • PSAPs will bring back feedback to larger group at April meeting.

  • Schedule Remaining RAC Meeting
    • April 18th, 2023, at 1-2:30pm.
    • May 18th, 2023, at 1-2:30pm.
    • June 15th, 2023, at 1-2:30pm.
  • Next Meeting
    • Lori shared that we are meeting Tuesday, April 18th, 2023, from 1:00-2:30pm via Zoom instead of the original date of the 20th.
  • Public Comment
    • Matt Fishback, from the county sheriff's office, shared that he was confused by the side group being set up and hasn't received toolkit. In other regional committees, any side groups could be an open meeting problem. How are you going about that? The 4-level risk matrix isn't changing, even if response to it does. The language of the statute could be a problem. It sounds like the police are banned from responding unless certain circumstances are present. It would be beneficial for the public to understand the data behind crisis happening, what capacity do people have, etc.
    • Lori Carnahan shared that since the PSAP group is 5 members, it is below the majority of a quorum, so it is not subject to the Open Meetings Act. The PSAPs will bring their feedback back to the whole group.
