  • Welcome
    • Dr. Haake called the meeting to order at 3:00 pm
  • Open Meetings Act
    • Dr. Haake clarified that this committee meeting is subject to the Illinois Open Meetings Act and will follow guidelines set forth in the Open Meeting Act statute.

  • Approval of Minutes from 12/21/2022 Meeting
    • The minutes of the 12/21/2022 were presented and reviewed by the committee members. Amos Abbott made a motion to approve, Laura Tinker seconded; all in favor; minutes approved.
  • A Continuum of Policy & Community Response
    • Chair Haake and Co-Chair Crabb presented information regarding the continuum of policy and community response, this includes:
      • The Crisis Intervention Team (CIT) Model AKA the "Memphis Model"
        • What the research says about CIT
        • Co-Responder Teams & Recent Research
        • Alternative Response Model leveraging Mental Health Response Teams
        • Mobile Crisis Response Teams
  • Committee Discussion: Understanding Local Responses
    • Chair Crabb lead the committee in a discussion on current examples in members' respective regions of programs where community mental health professionals and law enforcement agencies are working together to respond to mental health crisis incidents. The following members reported out
      • Susan Miller
        • All Marion County officers and dispatch (except 1) have completed CIT training and trainings with local 590 providers.
        • Officers are referring to 988 line as initial response and local mental health agency has 24/7 availability and response with direct crisis line that can be called by officers on the street if needed though it typically takes longer than 90 minutes for a response (anticipated cause: large region, low staffing, still attempting to hire peer crisis workers). Policy only respond with 590 as co-team if requested by 590.
        • Primary barrier = no "places to go" with Centralia be the only or closest inpatient facility. Susan also states that a "response matrix" is needed for dispatch prior to it becoming their responsibility to determine when to "dispatch" a CIT.
      • Amos Abbott
        • Amos checked with local contacts in counties in the region above highway 13 and noted that most reported "business as usual" with no changes. Wabash County did indicate that they have a formal agreement with Lawrence County who has a CIT team but they haven't had to use it yet
        • Take Action Today out of Franklin County reports that their agency does crisis response but that they only have one worker and so it often takes longer than 90 minutes. They reported they have had 124 contacts since August with 39 of those requiring an immediate crisis response.
      • Sherrie L. Crabb
        • Reports on southernmost seven counties in the region and indicated that the majority are utilizing alternative response with Mobile Crisis Response teams through local mental health agency. Only some offices have CIT training and there are 0 co-responder teams.
        • Reported that local agency, Arrowleaf, tracks crisis response including law enforcement and provided a suggestion to the community that we request 590 providers to collect more baseline data on response.
    • Chair Haake asked what, if any impact has been had on EMS in regards to upcoming CESSA related changes and there was no response from committee.
    • Guest/Public Attendee Laterria Martin provided update on Carbondale (Jackson County) use of mental health advocate to assist police in mental health/crisis response
      • Laterria is a Mental Health Advocate employed by the Carbondale Police Department, funded by the city budget. Latteria reports working Monday - Friday 9AM-6PM and will go with officers on 911 calls, do follow-up home visits, and will following transport to hospital to advocate for hospitalization or follow-up services. Latteria participates in a crisis committee where all partners meet to discuss client specific crisis related issues. Latteria is the only mental health advocate currently and will provide next business day follow-up when crisis situations come in when she is not on the clock. Latteria reports that Carbondale officers are trained in CIT.
  • Data Collection
    • Peter Eckart reported that UIC Crisis Hub developing a toolkit to assist committee in surveying the different crisis responses available in the region.
  • State Updates
    • Peter Eckart provided state updates to the committee including the following:
      • A CESSA Calendar of Deliverables for 2023
      • A CESSA Calendar of Deliverables: January/February Specific
  • Schedule Remaining RAC Meetings
    • Sherrie L. Crabb proposed a set date/time for remaining RAC meetings to occur the last Friday of every month from 3:00-4:30PM
    • Amos Abbott made a motion to approve the proposed RAC Meeting schedule, Derek Salliez second, all in favor, motion carried.
  • Public Comment
    • The floor was opened for public comment.
      • Chris Baldwin, Director of Database Operations at PATH (988) provided an update on 988 Implementation as follows:
        • Staffing for 988 lines has improved
        • Average time for people to abandon the call is 1 minute and 20 seconds
        • Made request for members to send info to state contact if they are aware of any provider not conducting response as they should to state can investigate.
  • Dismissal
    • Joseph Haake made a motion to dismiss, Amos Abbott seconded, all in favor, meeting dismissed at 4:10 PM
