Cindy Barbera-Brelle called the meeting to order by at 2:00 p.m.

Attendees: Alice Carey, Blanca Campos, Candace Coleman for Chris Huff, Cindy Barbera-Brelle, Lee Ann Reinert for David Albert, Drew Hansen, Richard Manthy, Shelley Dallas

Minutes from the February meeting were approved and seconded.

  • Risk Assessment Matrix Toolkit (Dr. Mary Smith)
    • Worksheet - Customization of Response Type and Time

Q: (Shelley Dallas) - Interim Risk Assessment - what exactly does this mean, can the document be changed?

A: (Dr. Lorrie Jones) - No, the timeline for changing the Risk Assessment Matrix document is over. As the system evolves, there may be adjustments. The document, as presented, is what will be used to implement CESSA in July. Systems do not change on a dime. As local Regions learn more and as more options present the document may be amended.

Q: (SD) - What changes are there, if anything, regarding funding for training?

A: (LJ) - Training is an important part of the work product under CESSA. The Training Technical Subcommittee, under SAC will launch its first meeting on March 14, 2023. Training is part of the CESSA statue. Individuals are invited to join this technical subcommittee. Information on the date and time will be on the CESSA website.

Comment: (SD) - There are costs associated.

Response: (LJ) - Yes, there is great investment in knowing what it costs to make substantial systems changes.

Q: (Rick Manthy) - Regarding the 60-minute response time, once PSAPs sends a referral to 988 will it be a warm transfer or is it a hard release?

A: (LJ) - We are developing Guidance now. It is not feasible for PSAPs to stay on the phone line. It is important to remember that 911 (PSAP) call takers should not move/transfer any situation that requires an immediate emergency response. If a PSAP telecommunicator knows that a more rapid response is needed, they should not transfer to 988.

Q: (Kevin Richardson) - Is it the goal to have a "close loop" system between PSAP, 988 and 590"? Meaning, all parties have a mutual understanding and common access to a system.

A: (LJ): That would be a goal 5 years from now. The data subcommittee should / could address exploring a Universal Type System for access.

Comment (SD) - PSAPs may need to increase phone lines - as long as 988 has an active call on the line that is referred by the 911 telecommunicator.

  • Landscape Analysis Survey (M. Smith)
    • PSAPs will interview law enforcement and collect data.
    • RAC will review and analyze data (with support from the UIC crisis hub) - hub will do a statewide inventory.
    • Data will become part of the larger conversation about dispatch decisions.
  • Pilot Test (CB-B)
    • 3 PSAPs (small, large, suburban consolidated counties)
    • Asked to follow-up based on the environment.
    • Took suggestions and added information.
    • Will finalize survey instrument based on recommendations from the Pilot.
  • The Landscape Analysis should be released very soon.

Q: (Chat) - can this PowerPoint be posted on the CESSA website?

A: No, it can be appended the minutes for members, only. The issue is that the general public will not have access.
