Asset Verification System (AVS and AABD Community Medical Clients with SNAP)

  • The Asset Verification System (AVS) electronically searches financial institutions (FIs) across the United States for resources and resource transfers for Illinois Medicaid Aid to the Aged, Blind or Disabled (AABD) Community or Long-Term Care (LTC) clients. AVS responses provide up to 60 months of account balances, account ownership, earned interest, account open/closed dates, account types. See PM 02-07-03-N for more information on AVS. See WAG 07-04-01-d for guidance on SNAP procedures.
  • All SNAP households are subject to the lottery/gambling asset limit revised manual text($4,500) and must report winnings regardless of their reporting status (Change Reporting or Mid-Point Reporting). See PM 07-04-21
  • With the exception of lottery/gambling winnings, all other assets for categorically eligible SNAP households are not considered in the asset eligibility determination. Any AVS search results for an AABD community medical client will not affect their eligibility for SNAP benefits.
  • For SNAP households who do not meet the criteria to be categorically eligible (PM 05-07-00), all nonexempt assets are considered in the asset eligibility determination. If SNAP is also being received by an AABD community medical client, no negative action may be taken against the household's SNAP benefits before determining if the information received from the AVS search is exempt or was required to be reported and if a request for contact is necessary.
