Meeting Minutes - Approved by Members 02/02/2023

  • Meeting called to order by Cindy Barbera-Brelle at 2:34 p.m.
  • Attendees:
    • Cindy Barbera-Brelle, Lorrie Jones, Alice Carey, Alicia Atkinson, Blanca Campos, Brent Reynolds, Christine Boyd, Drew Hanson, Shelly Dallas, Leonetta Rizzi, Lee Ann Reinert, Richard Mathey
  • Approval of Minutes
    • There were two corrections to the minutes entered by Drew Hansen and Blanca Campos
    • With stated corrections a motion was made to approve the minutes
    • Motion was seconded. Meeting minutes unanimously accepted into record.
  • Dr. Lorrie Jones discussed the amount of work accomplished during the month of December for S & P review of a 3 level Matrix vs. a 4 Level Matrix

Process for:

  1. Protocol and Standards technical Subcommittee approval of the Illinois Risk Matrix
    1. Approval of risk categories
    2. Approval of incident types (descriptions of incidents) within each risk level
    3. Approval of response time for each described incident type
    4. Approval of types of response for each described incident type
  2. Incorporate the Matrix into the Toolkit of overall guidance to the regions.
  3. Regions to review the Matrix and approve prototype
    1. Adjust response types (dispatch decisions) based on the local resources and jurisdictional realitie
  4. Vendors to match their protocols/incident codes to the Illinois risk matrix
  5. EMS Medical Directors approve new matrix.
  6. all PSAPs to "update" CAD systems to reflect new dispatch decisions.
  • SAC approved that Subcommittees work could go directly to the RACs.
  • Comments:
    • Brent Reynolds: Good work on the Matrix document
    • Blanca Campos: Response time conversations must be regionally.
    • Lorrie Jones: In some cases, there will be co-responder models and will necessitate regional discussion.
    • Blanca Campos: The parking issues has to be on the table so that non-police responders do not get vehicles towed.
    • The committee recognizes Alicia Atkinson, representing PSAPs, who has been extremely helpful behind the scenes.
  • Question: Alice Carey - Does the Regions have information on community-based resources that are available within their area?
    • Response: RACs will be asked to do their own landscape analysis
  • A THREE LEVEL RISK MATRIX was presented for discussion accompanied by a detailed document
    1. High Risk [immediate response time/Law Enforcement]
    2. Moderate/Medium Risk [immediate response time/Law Enforcement, EMS, or co-responder]
    3. Low Risk [may be up to 90-minute response time/ non-police responder/EMS]
  • Comments:
    • Shelly Dallas: Where EMS is indicated, there must always be Law Enforcement to secure the scene. EMS will never go into an environment without LE
  • Discussion/Comments:
    1. Is 90 minutes an acceptable response time? EMS will not wait at a scene for 90 minutes.
    2. If there is a 'Low Risk' that evolves into a threat to life or property, Law Enforcement may be involved.
    3. Active damage to property, move this to Moderate Risk and move this to a RAC discussion.
    4. Will Program 590 be comfortable in responding to situations where there is ongoing damage to property?
    5. Blanca Campos - there needs to be feedback from providers regarding safety risk by going into an unsafe scene.
      • Response: Law Enforcement can always return
    6. Carol Stream Police Department has indicated that CESSA says that Law Enforcement shall not respond.
    7. Brent Reynolds - It is important that people use common sense in situations. If one believes that safety would be impacted, then do not go into the situation. Not every situation will be the same.
    8. PSAPs should have flexibility in dispatch decisions.
    9. What is 988 protocols when sending a call back to 911?
    10. What happens within 988's decision tree?
    11. 911 and 988 are fundamentally different.
  • Discussion on Medium/Moderate Risk Level
    • Are there any jurisdictions where Law Enforcement and Mobile Crisis Response Teams come together?
      • Response:
        1. DuPage County has a pilot Program 590 that coordinates with Law Enforcement
        2. Peoria uses to have local MH crisis staff team with Law Enforcement
        3. The optimal partnership is with MCRT & Law Enforcement
        4. The Crisis Hub is doing research on different co-responder models
    • Comment: The CESSA legislation, as written, doesn't seem as if it provides for flexibility, i.e., a co-responder model
      • Response - Lee Ann Reinert: This hits on a crucial issue that need legal guidance and interpretation.
  • This document will be cleaned up in two weeks with a toolkit. We will write in capacity for flexibility and training when to use discretion
  • Comment: Shelly Dallas - proposes to go back to a FOUR LEVEL Risk Matrix. There are too many variables in Level II.
  • Lorrie Jones asked if Ms. Dallas would be interested in drafting a FOUR LEVEL break out and present to the body. It is important to see a comparison between a THREE LEVEL vs FOUR LEVEL RISK MATRIX before the S & P can entertain a vote. Ms. Dallas agreed.
  • The body will vote at the next meeting. Once approved the Risk Matrix will be sent to the Regions
  • Comment: Brent Reynolds - Ask members to consider participation on the Technology/Data Subcommittee
