  • Welcome and Call to Order
    • Meeting called to order at 1:32 pm by Dr. Kurt Bloomstrand

  • Member Discussion
    • Megan Cambron, U of I Police Department: Most of the department is trained in the CIT model mentioned, many of the crisis calls come afterhours when the only available option is ED. Team responds up to 2 AM, been on the ground since August 2021. Collecting data to add to research. Day shift and second shift with rotating schedule of 4 days on 3 days off. Team is being expanded. Calls come through 911, which is preferred method.
    • Allan Axelrod, Advocate: City of Urbana piloted a follow up co-responder model, they felt it was coherent with CESSA. With regards to the City of Champaign, there was a shooting not too far from where I lived, my roommate and myself drove out with first aid kit to see what we could do to assist. One of the responding police officers volunteered they would rather use their time to solve issues like that, the shooting, violence. Think that there will be an appreciation for use of alternative response model in Champaign. While canvasing the north end of Champaign over the years, people are frustrated with police response times and will not sign petitions until that issue is addressed.
    • Melissa Pappas, Rosecrance: Crisis co-responder program in Urbana, Champaign County Sheriff, and Rantoul PD. We don't offer 24-hour services due to resource issues. It is a M-F 10 to 6 program. For Urbana, it is no longer a follow up program, they go out on live calls now that come in through 911. They started out as a follow up program for us to get our footing to see how we were going to implement in Urbana, but it is more a live response, co-responder model. That will follow in Rantoul and Champaign County Sheriff. Our mobile Crisis Response Team is a 7 day/24-hour program. We cover a multitude to different counties. We go out for individuals in homes, hospitals, schools, we also provide follow up care. We are the MCR for all the 988 contracts. Any 988 calls, our MCR team will go out with a MH Clinician and an Engagement Specialist with lived experience component. They go out as a team to respond to calls. We serve Kankakee, Iroquois, Ford, Vermilion, Douglas, Champaign and with partnerships with other providers, Edgar and Coles counties. A third-party dispatcher gets the callers to us. Transportation is not personally provided; individuals are linked with ambulance services if hospitalization is necessary.
    • Michelle Nelson, Crosspoint Human Services: Mobile Crisis Response team for the 590 Grant. We have a 24/7/365 team. Currently looking to expand our team with additional Engagement Specialist. Anywhere, anytime to anyone as called for. We don't necessarily have a partnership where law enforcement responds with us at all times, but when we have a call patched through to us we assess the safety of staff and if a need, we call local law enforcement to respond with us. The majority of calls do come through our local CRISIS line. Only received a couple of calls through 988, when the counselor was unable to deescalate over the phone. Service area Vermilion County
    • Jennifer Brown, Clay County 911: We currently have nothing in place. If a mental health issue call comes in, an officer is called and if necessary, transported to hospital for care. No responder unit as of yet. Some CIT trained officers, but they are not in use to that extent yet. We use whoever is available at the time who can handle the call. Transportation can be provided by officer, or an ambulance will be called. Waiting on 590 provider, Lawrence Health Department, to let them know what direction they will be going.
