HCBS Settings office hours are held the second Tuesday of each month through March at 10 am. The next meeting will be March 7 at 10 am. After March, we will likely move to quarterly meetings. DDD Site Validation Process Completed - Quality Assurance and Ongoing Monitor Continues
DDD has received all confirmations of completed compliance action plans (CAPs) from DDD provider controlled sites. THANK YOU for your efforts! As your initial validation letter states, we continue to perform quality assurance and ongoing monitoring checks. This includes reaching out to agencies to request evidence of the completion of CAPs. Please respond immediately to the email when you receive it. DDD staff will continue to perform QA on sites through June 2023. In addition, we will begin sites visits to some heightened scrutiny sites expected in April. BQM and BALC will also be performing ongoing monitoring through reviews and surveys. As a reminder, all services receiving waiver funding are required to comply with the HCBS settings rules on an ongoing basis. Ongoing, annual monitoring by the state is required by CMS and will continue to ensure ongoing HCBS settings compliance.
The HCBS settings complaint systems was also established earlier this year. Fill out the IDHS: DHS DD Services Complaints (state.il.us) form, call 877-657-0005 or email DHS.HCBScomplaints@illinois.gov and a DDD staff person will reach out within 72 hours to understand the issues and connect with stakeholders to problem solve solutions.
Statewide Transition Plan Approved By CMS
The Department of Healthcare and Family Services released the following provider notice on Feb 24:
On December 8, 2022, the State submitted a revised Statewide Transition Plan (STP) to Federal Centers for Medicare & Medicaid (CMS) after completing updates in response to public comments on the STP presented on September 30, 2022. The State completed several technical changes based on CMS feedback received on December 29, 2022, then resubmitted the STP to CMS on January 31, 2023. CMS granted the State final STP approval on February 15, 2023. This approval represents CMS endorsement of the State's plan to align Home and Community-Based Service (HCBS) Waiver systems and practices with Federal HCBS Settings requirements. The State will continue collaboration with CMS to address compliance among Illinois Heightened Scrutiny locations, fulfillment of required remediation activities, and enhancing ongoing compliance monitoring processes toward best practice. The State wishes to thank all of the groups and individuals who assisted the State in achieving this milestone.
