ABE: Adult Basic Education

Able Bodied Adults without Dependents (ABAWDs): Individuals 18-49 that do not have dependent children. are only entitled to SNAP nutrition benefits 3 months out of any given 36-month period unless they meet the 80 hour per month work requirement or reside in areas of the state exempt from the ABAWD work requirement.

Assessment: An initial meeting with the client/participant where capacities, interests and barriers are determined and documents. The Employment Plan (EP - see below) may be developed during the same meeting.

CJC: Chicago Job Council

Component (or E&T Component): Otherwise referred to as an E&T activity, components are Job Search, Job Readiness, Vocational Education, Basic Education, Work Experience and Job Retention.

CSA: Community Service Agreement - The contract between the Department and the provider

DV: Domestic Violence

ESL: English as a Second Language

Employment Plan (EP): A document created and updated annually which includes the basic information about: Work with the client to establish a written Employability Plan (EP) based on the information obtained during the assessment. The plan must contain specific employment goals; SNAP E&T activity components assigned; the supportive services that will be provided or arranged obtain the employment goals.

Family and Community Resource Centers (FCRC): Also known as local offices, these are the IDHS facilities of the Family and Community Services Division (FCS) serving customers who are eligible for all available state and federal IDHS programs.

Food and Nutrition Service (FNS): Division of USDA responsible for the nationwide administration of numerous federal nutrition programs and SNAP E&T.

GED: General Educational Development

HS: High School

IES: Integrated Eligibility System

ISETS (Illinois SNAP E&T System): MIS system that all SNAP E&T provider organizations use to input customer outcomes, check SNAP eligibility for the program and process SNAP E&T referrals.

Local Office Administrator (LOA): The LOA is responsible for the overall management and operations of the Local Family and Community Resource Center (FCRC), which used to be known as Public Aid offices.

On-the-Job Training (OJT): OJT is an employment program under which a person is paid for a job while they learn it. Under SNAP to Success, you can support such activities, but you may not seek reimbursement for wages paid to SNAP to Success participants in Illinois.

Participant Reimbursements: Also referred to as "Supportive Services." This is money paid to provide something to eliminate a barrier to work or training such as money given to the participant for transportation, clothing, or childcare.

PM: Policy Manual

Provider Manager: Employment and Training Resource Development Services staff person who manages the Providers' contractual Agreements in collaboration with the Division of Family and Community Services' regional and FCRC staff.

Regional Administrator (RA): The RA is responsible for the overall management and operations of multiple full-service FCRCs within defined geographical areas. IDHS breaks up the state into 5 regions and in each region, there is one RA over the FCRCs or local offices.

Reverse Referral: Is opening a participant to the SNAP to Success Program initiated by the provider who informs the local office of the action via form 2151 which is submitted to the local FCRC.

SEOG: Supplemental Educational Opportunity Grant

Staffing: The meeting between the Provider and Department staff to discuss the progress of individuals enrolled with the Provider for services.

Supportive Services: See Participant reimbursements.

Volunteer/Voluntary SNAP E&T program: Individual receiving SNAP who chooses to participate in SNAP E&T program. Volunteers receive supportive services to participate in the program or to find employment.

WFD: Workforce Development
