Introduction
The Supplemental Nutrition Assistance Program Employment & Training (SNAP E&T) Program is a voluntary program, to anyone who is able to work and who receives SNAP benefits in Illinois, to help customers acquire work skills and find employment. The purpose of SNAP Job Placement (JP)/SNAP to Success and all SNAP E&T programs offered in Illinois is to help individuals receiving SNAP benefits obtain employment through participation in job search, skills training, education, and employment activities that lead to greater independence and self-sufficiency. The program delivers services through contractual partnerships between the State of Illinois Department of Human Services (IDHS) and community-based provider organizations (CBOs) and other organizations.
This Manual provides a standard set of procedures and guidelines to deliver services under SNAP JP/SNAP to Success. This Manual does not cover every situation or scenario a provider may encounter, and providers should be in contact with program contacts to answer questions and provide guidance. Program contacts are located at the end of this Manual.
Providers will receive face to face and web-based training providing detailed explanations of common and some rare situations. This Manual will be updated annually, so please ensure that you are using the most current version.
Following are descriptions of the SNAP E&T programs and/or activities funded by the Division of Family and Community Services, Bureau of Workforce Development, Employment and Training Resource Development Services. The Provider is contracted to implement the programs/activities specified in this SNAP E&T Program Manual.
