I. Introduction

The Illinois Department of Human Services (the Department) contracts with work and training providers (The Provider) for individuals receiving Temporary Assistance for Needy Families (TANF) who need assistance with developing job skills necessary for obtaining employment and becoming self-sufficient.

All work eligible TANF customers are required to work or participate in work-related activities, or a barrier-reduction activity. Exempt or non-work eligible TANF customers may voluntarily participate in these activities. Activities are highly structured, monitored and documented to meet accountability requirements.

Countable activities include:

  • High School Equivalency/GED program for teen parents and adults
  • Associate/Bachelor's Degree Program
  • Community Service
  • Work Experience
  • Employment (Self, Subsidized or Unsubsidized)
  • Vocational Training
  • Job Search and Job Readiness
  • Job Skills Training Related to Employment (non-core)
  • Education Directly Related to Employment (non- core)

Providers are responsible for the overall case management of customers referred by the Department. Providers are responsible for securing appropriate core and non-core activities for customers. The Providers are responsible for securing documentation from assigned work and training site supervisors that verify customers' daily hours or attendance, and for submitting this information, electronically in WVS, weekly to the Department. These agencies are also responsible for placing a percentage of customers into unsubsidized employment. All services rendered by the Provider must be, in compliance with the Department's TANF Work Verification Plan and will be monitored by Department staff. The Department's staff will conduct these monitoring's and staffings. Some of the things that may be discuss in these meetings are customer case files, compliance with attendance, work site requirements, the customers progress toward gaining self-sufficiency, program issues, performance standards, program delivery and billing.
