Illinois Family Resource Center- Building Healthy Parenting for Recovery:
The Illinois Family Resource Center is hosting a "Building Healthy Parenting for Recovery" webinar on February 17th, 2023.
Recovery Trainings:
IDHS/SUPR has partnered with Faces and Voices of Recovery to assist in the expansion of recovery community organizations (RCO) across the state.
Part of this expansion involves providing free trainings to providers and community stakeholders on recovery topics. For more information about Faces and Voices Illinois project, training calendars, and registration information, please visit Illinois Recovery Project.

Removal of the DATA Waiver (X-Waiver) Requirement- Effective Immediately:
Section 1262 of the Consolidated Appropriations Act, 2023 (also known as Omnibus bill), removes the federal requirement for practitioners to submit a Notice of Intent (have a waiver) to prescribe buprenorphine or buprenorphine/naloxone for the treatment of opioid use disorder (OUD).
All practitioners who have a current DEA registration that includes Schedule III authority, may now prescribe buprenorphine or buprenorphine/naloxone for OUD. SAMHSA and the DEA are actively working on implementation of a separate provision related to training requirements for DEA registration that will become available in June 2023. SUPR will share DEA registration updates as they become available. There are no longer any annual limits on the number of patients that can be cared for by a practitioner, whereas the previous maximum was 275.
Of note, there are three FDA approved medications for OUD: methadone, buprenorphine, and long-acting naltrexone- and it is standard of care for all patients with OUD to be offered medication assisted recovery.
SNAP Emergency Allotments:
We need your help to reach constituents about an upcoming Supplemental Nutrition Assistance Program (SNAP) policy change. Since April 2020, all Illinois SNAP households received both regular monthly benefits and an emergency SNAP allotment to address food insecurity challenges exacerbated by the COVID-19 pandemic. February 2023 will be the last month for SNAP households to receive the emergency SNAP allotment. The attached letter from Secretary Grace Hou provides additional information and resources for families impacted by this policy change.
FY23 Final Payment and Data Submission:
The Illinois Department of Human Services/Division of Substance Use Prevention and Recovery (IDHS/SUPR) is issuing this gentle reminder that final FY2023 submissions for all non-Medicaid SUPR funded services are due by 5:00pm on August 7, 2023. All manual vouchers for Expense Based Grants must be submitted by 5:00pm on July 15, 2023.

Periodic Performance Reporting (PPR):
Each SUPR grant program is required to submit a PPR on a quarterly basis that provides the organizations progress on meeting their agreed upon deliverables. As we continue to improve our reporting processes and procedures, SUPR is also planning trainings and increased access to information on quarterly reporting and why it is important. We will share additional information as it becomes available. Please see the below Quarterly Reports Periods and Due Dates:

IDHS/SUPRs Office of Opioid Settlement Administration (OOSA):
The OOSA is seeking applications to fund preferably one Regional Care Coordination Agency (RCCA) to establish sub-awards with organizations providing prevention, intervention, treatment, and harm reduction services for substance use disorders and core abatement strategies to prevent opioid overdoses and prospectively improve the social determinants of health in all seven regions of the State. The services implemented through this award will enhance the ability of the State to support and expand resources that reduce drug overdoses and increase recovery capital initiatives on a regional level and especially in areas in each region that have experienced opioid overdose disparities.

COVID-19 Exceptions
A gentle reminder that COVID-19 exceptions are still in effect and have no expiration date currently. Services delivered through Telehealth are still acceptable.
Please review the Provider Notice from the Illinois Department of Healthcare and Family Services (HFS) dated March 20, 2020, "Telehealth Services Expansion Prompted by COVID-19" IDHS/SUPR has also sent several communications regarding the COVID-19 Exception that you can review.
Recovery Residences Registry
The IDHS/SUPR Recovery Residence Registry has been moved to the Illinois Helpline for Opioids and Other Substances to streamline searches, rather than looking in a separate place for recovery residence information. Information in the registry helps IDHS/SUPR better understand recovery residences' capacity and support for Medication Assisted Recovery. If you partner with a residence that is not listed, please invite them to register and/or contact Kimberly.Sriner@illinois.gov to list the organization. Search the Recovery Residences Registry at any time.
