  • Welcome
    • Dr. Haake called the meeting to order at 3:00 pm
  • Open Meetings Act
    • Dr. Haake clarified that this committee meeting is subject to the Illinois Open Meetings Act and will follow guidelines set forth in the Open Meeting Act statute.
    • All members complete the Open Meetings Act training (link provided).

  • Approval of Minutes from 11/22/2022 Meeting
    • The minutes of the 11/22/2022 were presented and reviewed by the committee members. Mike Spud Egbert made a motion to approve, Kristine Gamm-Smith seconded; all in favor; minutes approved.
  • Discussion and Approval of Charter
    • Sherrie L. Crabb relayed that the charter was provided to everyone following the November meeting for review and called for a motion to approve the charter. Kristine Gamm-Smith made a motion to approve; Amos Abbott seconded, all in favor, charter approved.
  • Introduce System Partners & Roles
    • Chair Haake and Co-Chair Crabb presented information regarding CESSA system partners and their designated roles, this includes:
      • Illinois Department of Public Health
        • Promote health equity and prevent against disease and injury and prepare for health emergencies
      • The Office of Preparedness and Response/Division of EMS
        • Overseeing all aspects of the Emergency Medical Services System Act
      • The Illinois Department of Mental Health
        • Review of new behavioral health crisis continuum
        • DMH 590 /Mobile Crisis Response Providers

    • Guest Peter Eckart with University Of Illinois - Chicago presented information regarding system partners and their designated roles, this includes:
      • Illinois State Police & the Office of the 911 Administrator
        • The Emergency Telephone System Act (the initiation of the 911 system)
        • Public Safety Answering Point (PSAP)
  • State Updates
    • Peter Eckart provided an update on
      • The legislature has extended the deadline to implement CESSA to July 1, 2023. Mr. Eckart made note that CESSA does not go live until all requirements are met and encouraged committee members to share with communities that nothing procedural will change until the CESSA work has been satisfied.
      • Review Data Collection Plan with committee members including the process of developing draft recommendations. The state will collect best practices, gather presentations from subject matter experts, and transmit recommendations to RACs who will deliberate on the recommendations and approve or make recommendations to said plan.
  • Discussion of Local Conditions to Effective CESSA Implementation
    • Committee members discussed lack of clear protocols from 590/PSAP and law enforcement on crisis response. Sherrie L. Crabb recommended that the committee reach out for draft policy from local 590/PSAP that can be shared with members for review.
  • Public Comment
    • The floor was opened for public comment and there were none brought forth.
  • Dismissal
    • Michael Spud Egbert made a motion to dismiss, Amos Abott seconded, all in favor, meeting dismissed at 4:18 PM
