  • CESSA Legislation
    • Brief Overview and Current Crisis Response Systems
    • There are currently six lifeline call centers (988 providers). Lori shared that SAMHSA's goal by the end of 2023 is to have 90% of individuals to have access to 988.
    • 590 coverage is in most parts of the state.
    • There are 21 "living rooms" and 11 crisis residential programs across the state, but not available everywhere like 988. DuPage County has a crisis residential program for DuPage County residents. The Living Room is a peer model for those struggling with mental health issues. It is considered a lower level of care for people who want peer support and talk to somebody with lived experience.
    • Shared three maps of Illinois that show 988 providers, 590 response providers, and 911 PSAP's.
    • Overview of CESSA and Continuum of Police and Community Response
      • In 2021 CESSA became a law. AKA Stephan Edwards Watts Act requires the 11 regions to work together and respond to local crisis. Full legislation is included in the meeting invitation.
      • The main purpose is for systems to coordination together to provide low level and low risk behavioral health crisis.
      • Innovating law enforcement and behavioral health models are currently being tested and implemented across the nation and in Illinois.
      • CESSA does not prohibit law enforcement from participating in resolving certain situations, but it is about looking at which level of care is most appropriate.
  • CESSA Structure
    • Region 8 covers all of DuPage County and a portion of Cook County.
    • There are 11 regional advisory committees and 1 statewide advisory committee.
    • The regional protocols will be developed from by this committee developing policies and protocols from statewide committee and determining how they fit into our community.
    • Timeline
      • 2021 CESSA became a law. In 2022 quarter 1, SAC members were identified and confirmed. By 2022 quarter 2 and 3, SAC launched, and regional group members were identified and invited. By 2022 quarter 4, SAC and RACs meet, deliberate, and develop recommendations.
      • The original deadline was to begin operations at the beginning of January 2023, but that deadline was pushed to June 2023.
    • CESSA Structure and Deliverables
    • There is one statewide committee and four technical subcommittees. All systems must work together to deliver systems of care.
    • Primary Tasks of RAC

    • RAC 8 is looking for advocates to join. If you have somebody you know with lived experience or have somebody in an organization who may be interested in joining, please send their name and email to lori.carnahan@dupagehealth.org
    • CESSA Charter
      • Voting will be occurring in the next meeting in January. Please review the charter and CESSA legislation.
      • We want consensus but must have majority vote to pass things along.
      • Discussions about potential subcommittees and timeframe to allow for public comment will need to occur in the next meetings.
  • Member Discussion
    • Nicole Lamela mentioned that the PSAP map shown earlier in the presentation is outdated and will need to be updated moving forward. Representation is much less.
    • Valerie Philips shared that that information was provided to us by the state and not sure what resource they reached out to, to get the most current information. Nicole shared that she would work on getting newer and more current information for the following meetings.
    • Jim Moldenhauer said that he would be interested in creating subcommittee for PSAP. Bill shared that he would support the subcommittee. Jim also shared that it will be interesting to see how systems become integrated. He shared it will be challenging but possible.
    • Valerie shared that when subcommittees meet, that information must be shared back to the committee. She shared that we need to look at what is the best use of everyone's time. Until protocols are established everything will run like normal.
    • Jennifer Brothers shared that she would like more information on the application for potential members. Anyone interested in an opening for potential members (openings are for advocates), send name and email to lori.carnahan@dupagehealth.org
    • Valerie shared that Lorrie Jones will be working with us to provide us resources like toolkits that way we can pick and choose what works best for our region that way we are not starting from scratch.
  • State Updates
    • Allison A. Brown encourages public to submit any questions at least one week in advance and emphasized that meetings are strictly for comments and not Q&A. She shared that some questions have already came in at the statewide advisory committee and technical committee.
    • There are factsheets on CESSA's website that address the misinformation around the role of law enforcement. There is also information that reflects some questions that have come into the mailbox, but not every question and comment will be posted.
    • Allison's subcommittee helps and supports this committee and the statewide committee on how to address public messaging and communication and that will be on the agenda moving forward.
    • There may still be misinformation that January 1st is the start date, but that is not the case and business is like usual until the entire approval process has been complete. That is the primary message at this point.
    • The Statewide Advisory Committee (SAC) meetings are open to the public and anyone can attend those. The meetings are posted on the CESSA website.
    • She shared that there was an outage of 988 earlier this month. Only text and chat were available. There is no formal response on how or why that happened.
    • Canada will be starting a three-digit version of 988.

  • Next Meeting
    • The next meeting will take place on Thursday January 19th 2:00-3:30pm. Following meeting list will be released at this meeting for February through June 2023.

    • The meeting was adjourned by Lori Carnahan at 3:00pm after motion to adjourn the meeting by Jim Moldenhauer and seconded by Todd Rountree.
