Technical Assistance Session:

This technical assistance session will provide participants with an overview of the 24-444-80-2458-01 Healing Illinois Notice of Funding Opportunity and information on how providers can apply for FY24.

Healing Illinois TA Session

  1. Question: "We received our GATA certification and have received our Unique Entity ID from sam.gov, we're now in the process of finalizing the registration process. However, registration can take up to a few business days."
    • Answer: Per the NOFO guidance: for Prequalification each applicant (unless the applicant is an individual or Federal or State awarding agency that is exempt from those requirements under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal or State awarding agency under 2 CFR § 25.110(d)) is required to:
      • Be registered in SAM.gov before the application due date.
      • Provide a valid unique entity identifier (UE) in its application
    • Organizations should move forward with their application when registration is in progress and the completeness of their prequalification status will be assessed prior to the Merit Based Review.
  2. Question: "Our foundation is still on track to submit a proposal in response to the Healing Illinois funding opportunity. The only thing I have questions about is the budget. I know we have to select an indirect cost rate, but we're unsure of which rate to select. We are unsure if we should select:
    • 2b. Our organization does not have a Negotiated Indirect Cost Rate Agreement (NICRA) with the state of Illinois. Our organization will submit our initial Indirect Cost Rate Proposal (ICRP) immediately after our Organization is advised that the State award will be made no later than three months... or
    • 3. Our organization has never received a Negotiated Indirect Cost Rate Agreement from either the Federal government or the State or Illinois and elects to charge the de minis rate of 10% modified total direct cost (MTDC) which may be used indefinitely on State of Illinois awards."
