Program Description - The Partner Abuse Intervention Program is authorized by a direct appropriation and by Title 89 Illinois Administrative Code, Part 501: Administration of Social Services Program, Partner Abuse Intervention Program.  The Partner Abuse Intervention Program (PAIP) works with the primary aggressor in intimate partner relationships to help them accept responsibility, modify abusive attitudes and beliefs, and give them tools to become and remain, healthy, non-abusive partners and parents. Within group settings, grantees will teach skills that promote healthy relationships, nonviolence and facilitate personal accountability and change. All individuals (mandated and voluntary) accepted into PAIP Program, must meet the eligibility criteria outlined in IAC, Part 501.

FY24 Continuation Application: Current Providers will receive a continuation application packet via email the week of March 20th.

  1. This continuation application is for Fiscal Year 2024 funding for PAIP (CSFA #444-80-0653)
    1. Eligibility is limited to current Partner Abuse Intervention Program providers funded under CSFA# 22-444-80-0653.
    2. Each applicant must be registered in the Illinois GATA Grantee Portal and must continue to be GATA Pre-Qualified.
    3. Applicant organizations must complete the FY24 ICQ before an award can be made. (Accessed through the Grantee Portal.)
    4. Applicant organizations must submit a complete FY24 Application Packet to DHS.DVSAHT@illinois.gov by April 24th @ 12pm. Include "CSFA# 444-80-0653" on the subject line.

    1. Uniform Application for Grant Assistance (pdf)
    2. Program Plan
    3. Contact Information Form
    4. Grantee Conflict of Interest Disclosure Form
    5. FY24 Budget must be entered into CSA by application due date

The Bureau of Domestic Violence, Sexual Assault and Human Trafficking reserves the right to request additional information from the applicant to assist in FY24 funding and programmatic decisions.
